I have zero problem with a truly robust security response, and have been requesting better, more well equipped and aggressively flown NPC's across the spectrum since the community begged Frontier to nerf the original 2.1 NPC's. My problem is that the current implementation of ATR make no sense in the big picture, add nothing to the overall game environment and rely completely on magic. I would love to see a wing of Elite security forces deploy flown like true Elite pilots and armed with g5 weapons and modules...that were obtainable by all of us. That would be effective, and actually make sense.
Can you imagine things like modded prismatic shield condas with SCBs being healed by a healing beam iCourier that zips off when you engage it?
Players would need to being actual tactics of their own and likely multiple players to stand a chance.

Gotta say I don't believe there's an AI that could compete with the best CMDR pilots using the same tools. FD's decision to use equipment not available to players is probably a necessity. Otherwise the ATR wouldn't even be as effective as they are right now. Sure Harry Potter can game them, but how much more useless would they be if they had the same equipment as us?
I can't think of another solution, but then I know I may not be very imaginative.
