2) I can't find a good resource for what players without Horizons can't do? I know they can't land on planets, but there are some other things they can't use like Holo-Me, SLFs, etc. Has anyone seen a list of what non-Horizons players are excluded from doing in the game?

Had a quick look - I haven't managed to find a good list for this either. Another big one is Engineers (which non-Horizons users are excluded from since engineert bases are all planetary). Keep an ete out for sales - it's often possible to pick up Horizons for £10 or less - totally worth it!
