Since he wasn't in combat most of your points are irrelevant in my opinion.
Someone being perused or attacked, by any means, is clearly combat.
If you have been in place of rammed player what would you do to avoid getting destroyed or are you saying that you would accept your fate and die because someone is using broken game mechanics on you?
Yes.
If it was a clear exploit and in no way my fault, I'd file a ticket. However, as stupid as station responses to some actions are, the mechanisms in this case are working as intended (unlike the bug that has allowed full speed ramming and SLF weapons to work inside anarchy stations with no fine/bounties or station hostility).
Perhaps there is a way of avoiding death when someone pinch you to a landing bay, so by all means please share the advice.
It takes multiple ships to hold someone to a pad with any degree of certainty, and they have to know just what they are doing. If you can break free for even a moment, you should be able to get out of the docking bay, unless you are in a fragile vessel or are overwhelmed by ships willing to sacrifice themselves to see you destroyed.
I've been attacked inside stations many dozens, if not hundreds of times, and I've never successfully been pinned to a pad. I have had a few close calls with station rammers and miners, and have lost one ship, when I wasn't paying attention, due to a speeding violation (I was speed docking to avoid one group of hostiles and crushed a suicide rammer when approaching for landing (and no I did not file a ticket for this), but the idea that destruction is unavoidable is a fallacy...not that something becoming unavoidable after repeated opportunities to change one's course of action is any excuse for going around the game's rules to avoid the consequences.
