There's buggy piece of geometry with collision box that definetely shouldn't be there. The whole brown thing looks like outside road pavement,it is visibly above lowered section of the floor and you can stand on it. Mistake is also highlited by how lockers are clipping through it.

This looks like a fantastic project!
I have to say, I've been thinking about something similar, but I don't have enough resources atm. I'm glad there are others out there organising this work!

Related question - both groups - odyssey "settlements" and legacy horizons "hubs" are defined by economy/layout and security (as visible properties). Can anyone tell me if there's a known answer to how to build a settlement/hub with a given security level?

No idea tbh. even military settlements don't have shield icons, except one, and that's still somehow less then refinery hub. maybe system security impacts?

I'm trying to figure it out in my current playground system. I'm trying to build a refinery hub with medium security. Three others all have high security).
As far as I know, the "security" shield icons show up after the first Thursday maintenance.
 
Update: so far looks like even half a year since colonization introduction there is no known/established rules to build a settlement/hub with a given security level.
Imo could be assumed as known that resulting security level of the constructed settlement/hub is not:
1) defined by layout
2) nor by system-wise security level at the moment of construction
 
There's ongoing BGS operation to transfer settlements under anarchy control.
For that, I am chain-colonising 2 nearby systems to expand 2 new factions from closest one and bring Sirius Corp in control as result, after retreating 2 existing non-anarchy faction which should put all their assets (including settlements) under controlling anarchy.
 
While delivering commodities, this caught my attention.

First of all - this is amuch better view on facility then what Ssytem COlonization suite' menu offers (I am talking about hyper ulra wide tiny image 1/3 of which is toned dark).
Second - whoever made it, didn't have a patience to wait just a tiny bit until blue hologram progresses further so that blue lines won't block view of entire building. Let alone until NPC docks or flies away. So probbly also no dev tools to make these in controlled environemnt, unless they really tried hard to misuse them that way.

This, and many, dozens, other tiny bits, together forms an image of quality, or maybe even level (lack) of respect towards pilots/players.
I am feeling like this is project is something I will just finish so that maybe in future it would serve good. But overall looks like it will be the end.

Is this even possible in colonies? From what I've seen ground CZs aren't activating, so whenever there is a war the settlements always end up staying in control of the original owner (because it isn't possible for the opposition to have any wins at that location if there is no warzone...)

Ugh, not yet another Pleiades-region system with Sirius in control. You may have said "Sirius Corp" but I suspect you meant "Sirius Inc" - they are like a plague in the Pleiades, in practically every system which means if you get a bounty with them it's impossible to get rid of it locally, due to their presence everywhere making it impossible to use any of the interstellar factors and requiring a trip back to the main bubble. They also close black markets which has the knock-on effect of closing the regular market in a lot of small systems.
