It's pretty easy to control your expansions, just make sure your other systems have less than 75% influence.
We have die hard Empire heads in our independent area who want our system, which before that last BGS changes was looking after itself, but now we own too many assets, but we can't risk trying to loose an asset with a war (Empire heads like to shoot stuff)... We should just lift the bottom pirate faction to keep us down, but our members play lawfully and don't like getting fines/bounties...

You asked for it. This guy is usually locked up in the FD cellars, being tasked with flipping a switch from time to time. His accountant companion takes care of the numbers.

Mind the references to AEGIS in season 2. Coincidence? The roles of Lobstercules & her breed have yet to be revealed. I suspect she is in charge of the Adjucation server.

My BGS question is- what problems did you identify that prompted you to change the BGS earlier this year regarding how much actions of each type affect the BGS? Did the changes have the effect you desired? All of the changes since autumn last year, including the must recent ones, have, in my opinion, been very very heavily biased in favour of large groups supporting large factions.
 
Great stream thanks, lots of juicy details & Dav clearly presents with a passion. Looking forward to seeing just this kind of detail level on other aspects of the game.

Couple of questions I'd like an answer to:

Dav mentioned that a system could have six or even seven factions, but following a failed retreat some systems now have 8. Is this intended?

When balancing the player actions do the BGS rules generally favour many small player groups and individuals, or fewer but larger factions? Which does Fdev prefer?
 
well if PP BGS implications actually made more sense it would be fine. but Archon for example not wanting too many anarchist states as it harms their PP is a bit strange
It is not, especially considering our top tier bonus (the awesome "zero bounties" bonus). There's no point at all in being immune to the law in a system without law at all as anarchists. The Kumo Crew is a Crime Cartel, not some random group of criminals. If you're not Kumo you must pay the price, we're the only law that our systems know and accept.
Think about anarchy factions as smaller crime competitors. We do not accept any kind of competition. :p

The biggest worry for me was an assumption that smuggling is carried out in small ships and is consequently of low value, so it needs to be heavily buffed in comparison to exploration which is relatively high-value. Tell that to the 260 bot cutters a day that we experience that don't need to smuggle since they magically hack their way in without even needing to supercuise.

Seeing the habits data that was presented, and the tail of ultra high-value transaction accounts, I'd be very pleased to hear about a forensic investigation of the log files of any account at the top end of the curve. If its a phenomenally focussed human great, if not start shadow banning them. Even if you can't, don't relax the diminishing returns effect to make them MORE disrupting.

Not sure about that botting.

However, I think it might be the case that there are more ways to positivly boost a faction (Explo Data, Trading, Mission) then there are ways to harm it.

To harm a faction you have combat (hitting system-security), some (usually more awkward then data-delivery) missions and ... smuggling.

Maybe this is another reason why smuggling has received a boost compared to handing in explo data: to balance positive and negative impact-actions on a faction.

Of course it's strange to believe that smuggling is done in littel ships, since it's so easy to do. Even if you are scanned with a big load, that fines are neglectable. There really is absolutly no danger in smuggling. So everyone doing it, and who knows how to use a heatsink, will go for max-cargo ships. The only tricky part about smuggling is to find the best black-markets and the best sources of illegal-goods. And if you only smuggle for the purpose to lower influcence of a faction event that ain't a worry.
