They are. They did not have the data on what tasks players did until the introduced merits as rewards. It's an open alpha.

They likely did not have that data until they introduced PP2.0 and started awarding merits.

What is weird is they did have the data. Or should have? They have run equivalent activities in the game before.
  • They know that explorers sometimes come back with a crazy ton of data. It happens.
  • They know that some players (myself) are willing to do a stoopid silly amount of exobiology.
  • They know the response from a basic trade CG if there is a good reward.
  • They know the player response to each individual weekly thargoid activity. NPC combat, mat recovery, passenger runs, etc.

The PP 2.0 activities are mostly just "rebranded" activities.
 
Ya, it's not like developers of a 10 year old game would've EVER been able to figure anything like this out, you know based on years of previous gamers play styles.
Not if they didn't have the underlying system in place to collect data. The update should have had a more robust alpha test, and then a beta test to check conformity.

That isn't consistent nor accuarate data. If they had no underyling system to collate the data, how do they know the average bounties killed in a week? Or megaships scanned? Or settlements restored/looted/raided? Being able to do those things in game is not the same as FDev being able to collect that data to test apporpiate merits against.

That isn't an excuse for FDev. They should have alpha tested deeper, then setup a beta test with a reasonable cross-section of players to determine where time is spent.
 
I'm really beginning to think the new PP2.0 is dead on the table at this point. It's like FDev is just making it up as they stumble along at this point. It's been like what, 3 weeks now? and there's been plenty of nurfs but no bug fixes, playing PP2.0 right now is just down right painful.
For context, F1 manager has been doing terribly for years and the latest rumour is that they cancelled the IP. Planet Coaster 2.0 is a huge flop. Their Warhammer game was an even bigger flop. Their monetization plan for ED is having an intern cobble together mediocre paintjobs and selling them for 3x more than they did before. It seems pretty clear that FD is unwilling to commit the resources an alleged GaS product needs to be viable: it takes them forever to respond to obvious issues, the servers are woefully overloaded and their communication strategy seems to be to hide in the closet until people move to another game.

PP.20 post-launch support is symptom of a much bigger issue.

It certainly is. And they are a software company. If they can't collect data... that's... well... obviously they can.

Example: There have been basic trade CGs, absolutely the same as hauling rares for PP. The game gives us little graphs with numbers. Players can graphically see the progress over time. Plus CG results are displayed on INARA. Its not secret.
 
While we're turning off the "works a little too well" things to earn merits, can we have a look at the activities that have abysmal returns for time invested? I.e. bounty hunting and combat

Spending a week at a compromised nav beacon and only attaining level 5 is a little disheartening.

So all that tells me is that a 3rd party website has collated the data from 1 out of what 20(?) different activities. As I said, that is not consistent not accurate data. If they do not have the underyling system in place to collect the data they will not know.

Example: Does MIcrosoft collect and collate the number of times you click on the start menu? No. Does it affect the functionality of Windows? No.
