I'm back again!
Firstly, a typo I noticed (sorry, I pick up on such things :p) - the information you put in says 60,000 CR goes from grade 1 0% to grade 2 0%, ought to say grade 2 20%.

Second, I have further information about hunting for Todd's bounties, may it help CMDRs who come after:

1. To give folks an idea of how common these bounties are(n't):
Relative amounts (rough estimates) of bounties after mostly zooming around the Nav Beacon for a full evening & night:
900k Alliance
1350k total from the Wolf 397 minor factions
120k Empire
82k Federation
75k Todd

2. From Grade 2 19% (somehow it went from 20% the other day to 19%, don't ask me why/how), handing in those 75,000cr worth of Todd bounties got me up to Grade 2 77%.

I am beginning to think it *may* be faster to make cheap "sturdy" upgrades to a multicannon, as it only requires 1 Vanadium + 1 Nickel, both extremely commonly found while vacuuming planet surfaces in a SRV (in my experience, at least).

I have at least 25 of both right now in my inventory, so I'll try this when I play next and post here again with my findings.

Some additional advice & tidbits:
- A "kill warrant scanner" is required (practically speaking, given the spawn rate; I didn't get any Todd bounties til using one, and it could actually be required for all we know)
- NPC affiliation does not matter (I haven't tried scanning many "clean" NPCs for bounties, so no idea if they're available that way - only tried a few, didn't find any myself)
- None of the NPCs in the CZ carry any bounties (look, I didn't know til I went and saw myself)
- USS's can often spawn "wanted" NPCs, and I did get some of my Todd bounties through this method, though doubtful it's at an increased rate compared to the Nav Beacon
- Interdicting "wanted' NPCs in the system from supercruise yielded around 5000 cr's worth of Todd Bounties when I gave it few tries. Spawns are slower than in Nav Beacon, but seemed to me like a higher proportion of "wanted" ships. Remember that interdiction range is tied to your ship's current supercruise speed, so you can get away with as little as a 1E interdictor - the 2A was more than plenty for my FAS. Most of the trouble is just getting behind the target.
- This is anecdotal, but boosting around 10-15km away from the Nav Beacon, then flying back, seemed to "reset" the NPCs and make the old ones jump out and new ones start jumping in; not doing this can often mean waiting around for 5-15 minutes without seeing much change

If you're crazy, you could try purposefully carrying a few tons of "valuable" cargo and taking advantage of the current AI's psychopathic-piracy behavior to get Wanted NPCs to come to you rather than the other way around. But I'm not crazy enough to actually try this myself.

Additionally, there are some settlements on the same planet as Todd's base that could be attacked and might have "wanted" turrets or Skimmers (the Cartel's settlement seems a likely bet) - but I've never done a base assault before, and doing a flyby of the station got me a warning & nothing appeared that my ship that I could target (and being a combat loadout on my FAS, I was reluctant to go outfitting and get a SRV bay installed).
Still I'd figure it's possible Todd bounties could be found this way? If some patient investigator is willing to try, let us know, eh?

TL/DR: Collecting Todd's Bounties are a pain, the info above might help you, using cheap & easy-to-find commodities to make modifications might be faster, good luck!

For people wanting to take data to make tools, directly use theses data. They are clean, and the data model is ... efficient.

I added most of the data from the Components Drop Rules thread to the Doc, and a pattern is clearly visible.

EDIT: MISSION-wise. Not wreckage-wise.

looking at the most represented parameters, it appears that:

1) more components are available as mission rewards that we previously knew.
2) Power space is only relevant for a couple components (Imperial Shielding in Empire space, for example).
3) most of the components are to be found where the situation allows for tech and hardware to be produced and moved.

Which means:

Missions: delivery/fetch/courier/smuggling
System state: Outbreak/boom/war/unrest/election
Economy: agriculture/exctraction/refinery/industrial/high-tech (all the production line...)

Government, faction and power don't seem to be that relevant, as far as I can tell.

I've found The Eldorado of Conductive Components, Electrochemical Arrays, Polymer Capacitors, High Density Composites, Hybrid Capacitors and Grid Resistors :)
Litterally tons of them.
High intensity conflict zone,independent system, war between independent vs federal - you have to kill feds, dunno what ind's are dropping. Every single viper has at least one of above. Corv drops so many that you wish you had more collectors instead of this hull reinforcements...

Further info for Todd ranking:
Started at Grade 2 77%
13 tries of sturdy grade 1 on a multicannon (2 nickel 1 vanadium, I was wrong about it being 1 nickel)
Ended at Grade 3 21%

Was looking through Engineering blueprints and saw Platinum listed as [mining] , However, Platinum can also be found in canister form at POI on planet surfaces
 
Feeling like the slow kid at the back of the class here, but ... on the opening post it states you can sell exploration data to level up Elvira (and even links to this which the shows rate at which you'll level up by doing so: http://pastebin.com/GiKQtasg) ... but how do you actually sell the exploration data to her, as there is no universal cartographics at Long Sight Base where the workshop is?

The solution is to give the engineer his/her joining fee, so it opens up the upgrades to you (Unlock the Engineer), then the Cart thingy will suddenly magically appear. You may even have to do one of the 'less than useless grade 1 upgrades' first!!

No need for an upgrade, once you unlocked the Engineer, log off, log back in, then Universal Cartographics should be available at her base.

Guys, on inara (http://inara.cz/galaxy-component/49), it says that component "Imperial Shielding" is only available through signal sources.
However, in SOL, i found it to be available as mission reward. Here is pic:

The IS being only tagged as foundable in USSs doesn't mean it's the only way to have it. Inara's data can be outdated, since it's based on an earlier version of the Database (where the IS is tagged as mission reward as well).

Stopping by - just thought I'd note that I've proven you can find Todd bounties by interdicting wanted ships, too. (Still no pattern to *which* wanted ships, seems like it doesn't matter what faction it belongs to.)

edit: Also, 37,500 CR bounty after a few hours of nav beacon + interdiction hunting pushed me from Grade 3 21%...to a whopping Grade 3 28%. *headdesk*

At this rate, think I'm going to ignore Todd altogether unless something changes (or Engineers altogether for that matter). If Grade 3 is this slow, getting Grade 5 will be an absolute nightmare.

Despite that, thank you again for making this calculator, it's intensely useful for mitigating the information void, and I hope my posts helps someone down the road.

Best way to increase rank is to craft. 3 of the current level gets you to the next. I just collected a load of mats, as my training/investigation on how to engineer. Now I'm going around the engineers and pushing my rank by wasting the mats I just collected. I don't really want a sturdy mount for a MC but it only costs a couple of cheap mats, so 3 of those got me to level 2. Level 2 sturdy mounts required a commodity but I discovered that commodity was sold by the hundred thousands not too far away, so 3 more upgrades later and some more mats I don't care about and I'm at level 3. All I need is some osmium for one more sturdy mount I don't care about to get to grade 3 34%, and I know where I can get some osmium. I'll be stopping there since I don't really use MCs but if I wanted to I've got enough mats that I don't care about to take it to level 4 easily.
