First of all, ye assume solo players arent a part of the community...why not? We play the game same as everyone else fer reasons of our own, but we are as much a part of the community as anyone else.
Yer also making the assumption may will move there...how do ye know that? How do ye know where players will move to?
Secondly, mobius is a singular player running a very large player group...it is not an official mode of play as some seem to think. Many cant move to mobius now as it is already full, so to be able to take in x number of thousands of players? Thats a lotta strain to put a player group under and it would need a capacity 3 or 4 times what it is now.
No one is claiming that solo players are not part of the greater game community, but for the purpose of this discusson, unless you are in solo purely to avoid PVP and would prefer to be playing in a multiplayer PVE mode with other likeminded players but cannot unless they are a member of a private group which cannot guarantee no PVP, then you are not part of the community wanting to play in such a mode.
We all make assumptions, some assume that griefers exist everywhere in the current open play mode and so they refuse to go there under any circumstances, some assume that the addition of an OPEN PVE mode would cause a sudden mass exodus of the current open play, yet others assume that private groups and solo are all you need if you want to PVE only...
There is a reasonable basis for claiming that some (not all but some) solo players would leave solo and join a sanctioned PVE only mode, just as the existence of the various large private groups for PVE players clearly shows a definite need for a better solution than the private groups function was designed for.
The reason mobius groups 1 and 2 are full is because they both have reached the hard capped capacity that is part of the private group system, those of us asking for an open PVE mode see it as a double effect in so far that by creating such a mode, the various fractured PVE only private groups will consolidate into the open PVE mode, and by doing so will take the strain off the private groups system which will mean there would be no need to further develop additional tools for managing large private groups...
