Make pre engineered FSDs (and other upgrades) available to the wider community

In terms of an arcade type of game I would sort of agree with you but Elite is more sim like than arcade and has a rigid timeline so like the real world limited time offers and limited editions make a certain amount of sense, enough that while I regret not getting access to things even if their actual superiority is not particularly significant I would not want to be just given access to them.
The sad thing here is that your argument, to wit, that the game is a sim, Doesn't make sense with the position espoused.

An Artifact that part of the community can access is classic "Wizard in the Tower" magic items. It only gets worse that the it violates the Engineering foundational rules.

Either there needs to be a "quest path" to unlock these types of items, a la the Guardian tech, or there needs to be a broker. I leave aside the fact that it still won't address the game's physical rules.

I recently learned that the 6A pre engineered FSD was only temporarly available during a community goal.
I find that really sad since now its hardly valuable for me to move away from my DBX with 5A pre engineered FSD to an Anaconda. (basically no advantage in jump range while the Anaconda is so much more unwieldy)

Why not make functional rewards like pre engineered FSDs available to the entire community after a successful community goal and limit rewards that are only temporarily available to cosmetics? This is already done today with the ship skins for taking down the titans.

Why keep updates to engineering that are clearly better than the alternative locked away from the wider community? Would be fab if we could all benefit of those!
