Hmmm, and this is time to worry. 14 without MEF's is really an unlucky outcome. However, possible. Don't think that FD messed up - MEF's continue to drop from settlements.
This guide/list was so useful for me, although I was beginning to lose hope after 4 in a row with no MEF!
My settlement visit order was: (all exploration type)
89 Leonis - 7D - Burgess Holdings (0 MEF)
89 Leonis - 7D - Payne's Inheritance (0 MEF)
LHS 2541 - A3 - Burnham Terminal (0 MEF)
Altair - 1 - Galvani Depot (0 MEF)
But then I visited Auschauts - A4 - Dummer Plant and got 6 MEF all at once! So on average I got 1.2 per settlement which is below average but still within tolerance I think?

So far average MEF drop rate for medium security is less then 0.5 seed/settlement ~ 1.5 units/settlement. But as you can see above cmdr Eymerich has not got any after 14 visits. Also, individual recorded statistic for different layouts is not sufficient for correct estimation.

Also, what kind of other data you receive from settlements? As 14 without positive result looks really strange
Classified scan databank, 1 cracked Industrial Firmware (the only good thing I get), Security Firmware Patch, Unused Tag (don't remember exactly the name since I have not used it in engeneer module as far as I remember) and other useless reward.
This evening I 'll have a look to the installament Auschauts - A4 - Dummer Plant .

Hmm, don't loose your hope.
I was in the same kind of situation (ohh, not the same - for mme it was a question of simple curiosity, as I don't found enough time to really work for engineers) after global changes to drop rates with 2.1.05. At first I've visited 6 or 7- appropriate - settlements with 0 MEF drop. But after that encountered two with 1 MEF's in a row + third one with 2 seeds at once.
Thank you for provided info - I'll add this to statistics.
The rest of drop looks pretty normal (not taking into account abnormal MEF rarity). Also, CSD seems to become very demanded material due to particular engineer request.
PS: also, I must admit that for statistics only parameters related directly to settlements model description are counted - size, security and model/function.
Nor system/faction allegiance, government or state. And those not taken into account parameters - if they really have influence - can drastically change the whole picture.
But without more appropriate instruments (like eddb.io) taking this into account will be much more resource demanding work then it was originally planned. Also, I have an impression that those parameters have negligible influence (however can not prove it).

Each base can supply form 0 to 5 (only theoretically - haven't see more then 3 seeds of same kind in a row) "seeds" of a particular data. Each "seed" = 3 units in storage.
3 bases (one - zero) can always be like this - 0+3+2 =5 seeds x3 = 15 units (as an example).
In fact a really lucky shot=)

Im not understanding the Industrial base layout. I found the first 3 on a dry run but I couldn't find the 4th. The map layout image shows the last (Im assuming the blue circles with the wifi-ish looking symbols are what Im going after?) tucked in the corner on the outside but there is nothing there. Unless you have to jump over that wall which is a prohibited zone. Im at 70 Ophiuchi - Richardson - Leckie's Claim.
edit: seems you need to go inside the prohibited zone. Too hard for me. Failed every attempt so off to try another layout. I think the map should be updated since I found jumping over that wall into the red zone tricky. I got blown up soon after entering it.

Not really. "wifi" symbol denotes srv position from which you can perform a scan - of a datapoint (or CDT terminal). Dataponits (public) are green circles with some white with red dot icon aside.
Here are two variations of map legend - illustrated and full
In med/low security large industrial layouts there are only 3 datapoints (and 1 CDT terminal, which is not necessary to scan)
The last datapoint you can scan through the wall from the outside - no need to enter restricted area.
OK went back to the industrial layout and indeed you need to get right up to the wall and enter turret mode and its visiable. However it does trigger a security alert, but its nothing. Got my MEF and some other Firmwares (divergent and something else I cant recall).
Hmm, however you've done something wrong, as normally scanning in the industrial layout doesn't trigger a security alert. On the "welcome" page of the main mapping spreadsheet there are plenty of links to external resources like helpers, guides and videos. Here is a one them - a link to the post from this thread with a good video of L1M layout scanning from Cmdr artigan99 - I think that this can help here if my maps and English level are not sufficient do describe the process in details=).
I did all but one (Kokary, ridiculous.), I got 15 MEF and a load of the others. When I scan the last data point I get a trespass warning. Maybe its a 2.2 bug but it happens each and every time. Not that I care since nothing happens so no big deal. Now Im off to do all of the exploration ones.
Absolutely amazing! Soon I will need to farm CIF more heavily, this site will be invaluable. Many, many, many thanks CMDR!

Have added direct links to the layouts maps in the new "map" column in the main base locations list.
Also all the links to the map images are now available on a separate page of the main mapping spreadsheet ("links"), so someone can grab up-to-date versions using google API.

Heh, two days ago have found a bugged CDT in M5M layout. He lost it's name ("<>") and provided me with 0 credits
Is there a way of doing these now without enraging the local ships that hang out there?

Epps... What do you mean? There always was, and there are many ways to do it without any crimes in any free-to-scan settlements. Just stick to the local policy rules. Don't shoot, don't trespass (or do it fast), don't scan anything "private". And all will be happy.
So how do I, for example scan the 5 data points at a settlement to get my cracked firmware without trespassing? I must have missed something.
Haven't needed to do this since the summer so maybe something's changed. Never seen ships day around before. I hate anything to do with the buggy.......
