It's like the dawn of the online gaming era in the mid-late 90's, think Ultima Online. They have to learn all the hard lessons from scratch, instead of drawing from the lessons learned from several decades of online gaming and how people act in online games.
It's just boredom, I like the game but I've run out of daily activities to keep me interested. So I'll experiment, do stupid **** and get a kick out of it like griefing. I used to get a kick out of acting like a complete ***hat in GTA IV freemode. Intentionally annoying other players to such a degree that they would chase me all over the map and disregard whatever they were previously doing. Good times.
Sow chaos until measures are put in place to prevent it. Main reason I am a solo player, I know what people can do in an open setting like in Elite based on what I am capable of doing in other games and get away with. If there's no reward or incentive for doing good, chaos wins.
It's great that crime and punishment is on the list for 2.4. Good laws need to be written, so to speak.
