So what was the updated client for, and why would it have affected my account privileges??
I would never have guessed that.Given the release of an update on the 23rd, I strongly suspect it has something to do with that.

try to start "\steamapps\common\Elite Dangerous\Products\elite-dangerous-64\EliteDangerous64.exe"
and after the program closed, try "\steamapps\common\Elite Dangerous\EDLaunch.exe" .. it worked for me.
The Link in STEAM is still broken ...
