Before I begin I know this is a far fetched idea as of now, but keep your minds open to the concept and imagine what it would actually feel like in game.
As you all may know, Elite: Dangerous Horizons was one of the major factors of Elite Dangerous's success besides the fact it was one of the few halfway decent space simulations of its time with great graphics and high levels of detail. Even though Horizons introduced a major list of new exciting features for players to explore and benefit from-it lacks diversity. When I say this I am referring to explorable surfaces. As of now the only planet type players can actually interact with are rock or hard surface worlds which makes sense considering there needs to actually be a place to land if you wanted to deploy your SRV. But what if you didn't? Imagine explorable water based worlds. As of now this may be far fetched and hard to imagine but with the implementation of a few new things it would become much more likely.
As far as requirements goes players would need a vehicle capable of actually interacting with the surface. In this case I am suggesting a submersible SRV which can be deployed from your ship just as a fighter is, but with the added effect of gravity would nicely dive into the water after deployment. At which point players would scan the ocean floor for materials and possibly some new artifacts.
Some of you would be asking where your ship would go and the most straight forward answer is back in orbit just like any other planetary landing. As for reentering your ship, that would be up to the imagination of our beloved frontier development team.
