Newcomer / Intro old questions from a *new* player ( sorta late to the pilot party here ) ...

So i couldn't pickup any more CZs anymore from that NPC. Is this because no players in the area have activated ( or re-activated? ) certain trigger events making FACTIONS to fight eachother ? And this is totally separate from the upcoming 'PowerPlay 2.0' system, right?
Not necessarily related to player actions - and yes, completely unrelated to Powerplay as is, and probably unrelated to PP 2.0. What you experienced is the "Background Story/Simulation" (or BGS for short) which governs all the things inside that Galaxy that happen, with or without player interaction: faction relations, system states, market prices,, expansion and reduction of a faction's influence area,... . But: just because it can happen without player interaction doesn't mean that players can't influence what's happening here.
One (major!) thread in that respect is still Turning The Wheel - a player driven event (still ongoing after 4 years) where we tried to sort of force our way inte The Dark Wheel and, ultimately, Raxxla.
In a small (low population) system that hasn't much other player (and especially player group) interest, a single CMDR can push the factions around pretty much as they like. The larger the system becomes, the more random player traffic it gets and the more interested other player (groups) become in that system, the harder it gets. And if other player (groups) are interested in that system (you can usually see on INARA when one or more factions in that system are labelled as player factions), it's usually considered good manners to at least attempt some diplomatic relations before trying to topple that system's currently leading faction. It's not a good idea to get on the wrong side of, e.g. The Winged Hussars by trying to overtake e.g. 47 Ceti 😁 .
With regard to combat zones - you can either look around your local area for other systems with a war ongoing, or you can find a so far quiet little corner of the Galaxy and start a war (or three) by yourself. BTDT in the service of the Black Sky Legion (see Turning The Wheel) more than once :devilish:.

29. Finally did my 1st Exobiology sample search last nite , but it only allowed me to scan/sample ONCE within the area. Said something like "genetic sample isn't unique enough" ( or something to that effect ) , even though there were around 20 plants in this little bunch spot. Is this normal? As in, i've already sampled that TYPE on this particular planet , so then i'm done with it forever? Or just on this planet?​
There is a minimum sample exclusion distance for each species these range from 100 metres to 1,000 metres once you get that far away you are fine. I am pretty sure the Codex for the plant states the distance. Bacterium for example is 500 metres.

You can use your sampler as a pulse wave this will temporarily turn plants different colours green indicates you can get a valid sample, blue means you have a sample so you need to move further, pinky purple colour means that is a different type and trying to sample it will destroy the partial sample(s) you have.

The three samples must be from the same planet, you can sample exactly the same type and colour of plant from the next planet over as a new item.

30. After doing a few Conflict Zones ( Odyssey ground version ) from Chamberlain's Rest base , i went back to try a couple more but the NPC missiongiver said something like "all conflicts are over" ( or battle has calmed down or something ) . None of the PowerPlay 2 stuff activated yet, as to the rest of it I haven’t a clue.

Also: i keep forgetting to consult my in-game Codex after sampling & discovering, since it would appear most of the relevant intel already exists within to answer my question. Thanks for the reminder!
The War state needs to be active for CZs to be present.
ok cool and sorry but how exactly can i figure out where & when The War state is active ? ( the missiongiver NPC just tells me when it isn't , but that's all she says )
 
You can have a look at the galaxy map (filter for states), the sysmap (faction details), the faction status (on the right UI) to see if any are currently at war. Wars are likely when the system influence of 2 factions become equal with some complications.
 
can i figure out where & when The War state is active ?
The Galaxy map will give you that info for the leading faction in any system, the faction status (right UI) for all the factions in the system you are currently in. A bit more convenient is the system overview in INARA - for those systems that have been uploaded by CMDRs (all the data on INARA and other external websites is crowdsourced).

For example - Lacaille 9352 right now (this may have changed by the time you check it out in INARA and again once you actually get there):
  • the leading faction, Lacaille 9352 Jet State Holdings, is in Boom. That's the state that will show up on the GalMap. Good for trading.
  • the second isn't doing anything much
  • the next four down the list are at war (paired up, not free-for-all), so lots of combat zones should be available. Possibly that player supported faction, Quam Singulari, is making a bid for third place (but it doesn't look good for them).
  • the last one, Lacaille Silver Gang, is not doing anything much. Since they're native to that system, they can't be pushed out, so they have no real need to exert themselves.

31. i'm still very confused about exactly how to SCAN planets & moons & such , either from orbit or from SC mode above/nearby. Yes i've read the in-game Codex 'exploration' section ( twice ) , but i just cannot seem to get my 'FSS' ( Full Spectrum System scanner ) nor my 'DSS' ( Detailed Surface scanner ) to activate , despite being in 'Analysis Mode' . Are those 2 scanners ( FSS & DSS ) modules i need to buy & install separately? Because i've checked my fire-groups and it looks like i've already assigned all available scanners on my ship ( 'D-Scanner' and 'Comp Scanner' i believe ) but i can't seem to locate the FSS/DSS modules yet.​
32. since as i mentioned earlier in my post on bottom of page 4 and also my reply above ^^ , i unfortunately failed to gather 3 scan samples of that Organic PLANT i discovered ... So i went back to that same planet ( it told me which planet it was in my Codex --> Discoveries tab , as in which Biologicals i had "confirmed" ) and i tried to LAND on that same planet but this time it wouldn't allow me to land anywhere on surface. Maybe because i didn't have a basic mission nav-point/landing-point this time for the planet? ( thats why i ended up on that planet before, because i had a basic 'investigate the crash site' mission that took me there )​
33. on my way back to Chamberlain's Rest starter base , i got interdicted by some type of NPC pirate with an 'Inquisitor' ship ... Only this time, even though i "submitted" to the interdiction , the NPC started demanding i give him "2000 credits within 15 seconds" in CHAT screen. Well, since i had no clue how to transfer credits to a NPC , i had to engage in combat with the NPC ship after "15 seconds" because he obviously started attacking me. Thankfully , i was able to dogfight him and BEAT HIM ( destroyed his shield and got his hull very low ) but somehow he turned on his Frame-drive and sped too fast away from me and said "impossible!" in chat before escaping. -- How could i stop him next time from escaping like that?
 
The FSS is integrated into all ship, so you should be able to assign a fire button to it in firegroups, once there you "honk" the system and it should tell you how many bodies and other signals there are in the system, but wait there's more, you also need to set up a button in controls to take you into FSS mode, which is a special mode accessed by setting throttle to zero while in SC, that will enable you to do an FSS scan of the system by selecting and zooming into individual bodies, this will then tell you more details about that body and whether it's worth scanning with the DSS.

This video seems to run though the process adequately but it's an old video so the menu's may not be exactly the same, oh yes probably don't worry about the USS's unless you are looking for a specific type of signal like High Grade Emissions for mats and etc;

You can land anywhere on a landable planet, don't need nav points, just keep flying towards it in SC, usually slower on half speed or so to start with until you get your bearing on what sort of speeds you can use for what size planets, you may have been approaching to fast, if you do you get kicked out of SC, but even then you can still fly down in real space, it will just take quite a long time. Best to point away, jump back to SC, set throttle to zero or half, turn around and try again.

Bingo ^ that last sentence phrase was my problem yep i got "stalled" ( stopped ) because the game i guess auto-prevents my ship from crashing into the planet?

Take an Apex to a ground station and see how the game does it. The Planetary landing procedure is pretty much the same except you're just choosing any spot on the planet instead of a ground station. Be mindful of the G of a planet, low G you can pretty much play around and still be safe 1.5 or more G and it starts getting risky to play around or if you don't know your procedures and make a mistake.

34, yep completely vulnerable, but there are ways. For instance if you sit with your back end of your ship close to the star any attempt to interdict you results in the NPC's flying straight into the star and dying. Otherwise always be prepared to evade or submit and boost, or kill of course.

35, the DSS uses probes to map the planet, that's a different process to the FSS and can bring in reasonable money, nearly 5m, for mapping valuable planets.

Starting about 4:30 in this video. Really these are fairly poor mapping techniques, but I do have the advantage of engineered DSS and have patterns set so I can fire enough probes to map most planets that need mapping in a couple of seconds in about half the number of probes of the required number to get the efficiency bonus. 4 probes for a 6 requirement, 5 for a 7 and 8 etc. There's some other stuff you may find interesting in the video like determining best value planets for mapping etc, but from 4:30 on covers the basics.

Is this just regular normal WEEKLY maintenance schedule? ( somehow i always seem to be wayyyyy out in deep space about to finish a mission when server goes into maintenance lol )

Same bat time, same bat place every week. Usually takes around an hour, you get notified in game 30 minutes before but most people already know maintenance time and day so I guess they don't worry to much about posting it these days.

I'm fairly sure they demanded "cargo worth 2000 credits within 15 seconds", and you drop cargo via your right-hand side (4) panel, "inventory" tab.
Well, since i had no clue how to transfer credits to a NPC , i had to engage in combat with the NPC ship after "15 seconds" because he obviously started attacking me. Thankfully , i was able to dogfight him and BEAT HIM ( destroyed his shield and got his hull very low ) but somehow he turned on his Frame-drive and sped too fast away from me and said "impossible!" in chat before escaping. -- How could i stop him next time from escaping like that?
Still, good job! The preferred way of preventing them from jumping away is killing them faster. 😛 (It gets a lot easier with experience and engineered weapons.) You can also sub-target their FSD (or power plant, most NPCs don't set power priorities correctly) to disable it. Finally, there's a specialized weapon and experimental effect, but those are typically only used for piracy and/or against CMDRs.

Don’t worry about the 15 seconds you won’t have that long the NPCs start counting as soon as they write the post or they can’t count that high so not enough time to make your way to the right screen to comply unless you have set it up as the last tab visited.

You can bind buttons to move forward or back through the sub-targets (modules) destroy their FSD they can’t get away destroy their Power Plant and they will probably go boom, or fit more bigger harder hitting weapons and destroy the ship first.

Pacifiers. Specifically, a Vulture with dual (or a Krait Mk.II with triple) Pacifiers. Does what it says on the tin. Let other people worry about finesse or elegance - I vote for the Hulk approach.

Ok - Pacifiers are one form of Fragment Cannon (Shotguns) that are available as a reward from Powerplay. Properly engineered, they are ridiculously powerful on short range (i.e. when you can rely on getting all submunitions on target), and the Vulture or (to a lesser extent) Krait Mk.II are sufficiently fast and agile to do that. The Krait needs some assitence for more agile (i.e. smaller) vessels, which is why I usually run two gimballed beams on the lower hardpoints. All is fine - until you run out of ammo. Those engineered Pacifiers basically breathe ammo, so make sure you keep your attention on the ammo counter.

ok unfortunately i haven't found any pre-engineered DSS's yet , but i did finally scan my 1st entire planet last nite yay !!! 🛰️ Very fun task , imo .

hehe , i hear ya yep i really like that Krait style and i actually just realized that 'dropship' i been riding down into the ground ( Odyssey ) CZ's is also technically The Vulture ship?

36. Somehow , i finally received my very 1st in-game MAIL from an Engineer ! Someone named 'Hero Ferrari' ( lol nice name ) and please no spoilers , because i haven't had time to travel/visit her yet , but anyways this player in-game said "the only way nowadays" to get the material item she needs ( settlement defense plans ) is to do an "exploit" ?!?! -- But i don't like exploits and i'm not an exploiter type player, so i don't wanna do that. Is this really the only method?!?!​

37. During a basic 'delivery/retrieval' mission , i stumbled upon this 'geiser' with what appeared to be some rare mineral ROCK just beside the geiser hole. So, i used my SRV ( 1st time using it ) and tried going over near the geiser to "shoot" at the mineral rock to break it up so i could "cargo scoop" gather it ? However, when i shot at the rock, i didn't realize how close this geiser was to this settlement BASE and so this hovering Terminator-like DRONE got mad at me and started attacking me lol ( as well as sounding the alarm for the entire base of NPCs to come after me ) . -- Was this just bad luck bad proximity of this particular geiser? Or was it because i also haven't aligned myself with that specific Faction of the nearby settlement base?​
37 a. *By the way, i chose to run and got killed by the drone + 8 NPC enemies ... Should i have just killed them instead? Or would that give me some large 'bounty' or 'fine' or worse?​
