The outcome is the same regardless no? I tried sending messages as I killed people for a test to see if the opinion of those killed change... safe to to say it made them even more angry than sending nothing.

Try being more eloquent in your delivery, eg:
"To the last I will grapple with thee!"
"From hell's heart, I stab at thee!"
"And for hate's sake, I spit my last breath at thee!"
"A heart so wretched a hive of villainy and malcontent, I must burst it from thine chest and crush it forth with hands bare as a moonlit headstone".

Tells only thing it tells me is that the game is unbalanced. If an NPC interdicts you and tries to kill you it's not a problem. If a player tries the same, he/she is doing something wrong.
It's not really the player that is the issue here, is it?

Show some respect for the NPCs. They just trying to act human. In reality they have light speed reactions, a thousand fingers, infinite simultaneous capacity and perfect aim.
It's hard work for them to let us live.
Nor did it say anything about how Open is working or an Open PvE mode. OP only complained about a player(or two) killing him.
You gave your us though on how FD should interpret OP and similar posts. I gave mine.
