To the OP: CODE already tried to something on pve front and it was called Archon Delaine power. Short time after the CODE joined the Delaine group, most of the people in CODE get it really fast this: it's a pve fight and CODE love pvp. The last nail in the coffin was the cytoscrambler, one of the most useless "weapons" in the game.
Now after this pve failure, do you really think CODE will try another minor faction, power etc? It's pve at core, they already crash and burn with Delaine, and boring too boring and meaningless for pvp people.
Just for clarification, The Code are already listed as a registered Player Group on the Group sub-forum.
As to whether or not they'll take that to the next level and try to set up an in-game player minor faction remains to be seen, though we shouldn't have to wait too long to find out: in the latest Dev Update M Brooks has confirmed that the first round of player minor factions will be appearing on the beta servers soon(tm), and that they'll also be going live with the final 1.4 update.
The first batch of player sponsored minor factions has been processed and will be available in the beta build soon. When the CQC update goes live they will migrate onto the live servers. The aim is to release this at the same time as the Xbox One release, so on October 6th. For the minor factions that have been approved we’ve added descriptions to the relevant systems. The few that haven’t been approved will be communicated directly through the community team and we’ll take another look at them when they’re resubmitted. Note that while we can add new minor factions through the server, the text descriptions are client based so will only be updated when there is a client release.
If they do have a player minor faction in the works I really don't see it lasting all that long once it goes live in October...
