I feel like I’m coming across the same issue we use to have awhile back when bounty hunting in a haz res and friendly fire would get you a bounty. Only this time I’m attempting mercenary work at “Interstellar Mobile Guard Services”.

This post is after my second attempt, the first time an npc flew in my line of fire. I only received a a warning for reckless firing or something to that effect.

The second attempt, I made sure to use “target next hostile” which I have binded on my HOTAS to make sure I was targeting the correct ships vs using “target next” which randomly cycles through targets, threat or not.

The next thing I know is wave three hits and every ship from what can tell or thought was the enemy is targeting me SUPER AGGRO, I’m spamming FSD out of panic and not realizing 1) my weapons are deployed 2) I set the FSD to priority 3, I barely make it out, but thank GOD for drones. I drop one for bait at 14% hull, FSD fully calibrated, “ Frame Shift Charging”, I’M OUT!

The fighter saved my hull RIP printable little guy. I’m on my to make repairs as you read this.

Make sure the hostile you're hitting is of the correctly enemy faction. A very old bug may happen in which an allied ship becomes red to you. If you shoot it, everything becomes hostile to you.

You can see this bug affects NPCs aswell, by the time the scenario ends there may be police shooting each other.
 
I noticed tonight that ships would fire briefly, like a single burst, then scan me. It's almost like there's something afoot with the code. At the station in the missions menu, each time I select a mission it takes me back to the main menu and I have to select which mission type I want again. I don't recall that happening in the past. I even relogged to see if there was some weird issue that might resolve but it still happens. It doesn't happen at the on-foot menu inside the station.

There was a lot of server lag though, so who knows.

This happens when an NPC has taken damage to their weapons which then start malfunctioning (shooting randomly). Very common with system authority ships in high RES-s.

I also think there might be some sort of "panic response" programmed into NPC-s. Sometimes when I start shooting at a pirate who's trying to get cargo from a miner with hatchbreakers, they immediately fire a hatchbreaker at me, as if they panicked and squeezed the trigger without changing firegroups.

The Security NPC will zap me a few times before scanning in res zones. In mercenary zones I’m good for about 2 waves even if I tag a friendly by mistake I get a warning but once third wave hits all hell breaks lose.

I’m also being attacked by alliance security in hostile territory but it’s only one ship that attacks and who are “friendly” do nothing.

While bounty hunting in HazRes I get the "Under attack!" COVAS message out of the blue pretty often now. Usually just before or just after the "Scan detected" of a pirate peeking into my cargo hold. True enough, something hit me, shield down to 99% but no hostile on the scanner. Odd. Annoying.

There is also a bug with NPC wings where you can shoot and kill a ship of a 3/3 wing without any of his friends turning hostile. It used to be that all three ships would go hostile as soon as you hit one of them but... that doesn't happen anymore. They go aggro after the first ship dies or often not at all.
 
Just watch your carrier from carrier control screen, see all the random firing happening any time a new ship drops in. No battles because the carrier doesn't rain an ungodly firestorm upon them.

The NPC wing-men behavior is definitely an issue a few of us have been talking about.

One guy's theory was that the NPC pirates were somehow competing for hierarchy and allowing their wing leader to die. Lol sounds good, unless the AI is evolving on its own which I don't 100% believe.

It could be possible in terms of what an actual bug is when developing AI and machine learning if implemented, a bug could mean the AI learned something new, in our case doublecrossing 😂.
