When buying a ship you should be looking to again have at least 3 times the purchase price in credits without a trade in before buying so as to leave yourself enough credits to cover the new rebuy figure after at least upgrading the essential modules to better than E rated which are only good for filling the slots if you are selling the ship. So you should be looking to have more than 600,000,000 credits in the bank before looking to buy your cutter.

Encoded you get by targeting NPC ships with your ship and scanning them fitting a wake scanner will gain you other encodeds but a T9 isn’t really quick enough to chase wakes.
Manufactured you get from places like HGEs also certain planetary locations as well as from mission rewards, HGEs and the like are really better done with something quicker and more agile.

I don't mind putting in the time to get what I want, makes that moment when I do get the thing i want all the more special.

You don’t predict the vector so much as chase it at first then you can get a feel for which way it is going. While doing this at the least get your throttle into the blue band, however throttling back to about 5-10% can be very effective.
Just look at the mission descriptions in the transaction panel - they clearly state when people have been sent after you - once they have been sent.How do you know which mission will and won't send an attacker after you? I also had the money for the cutter, but it's mostly been sunk into rebuys, a portion went into trying to make the type 9 better, more reliable, easier to use, that kind of thing
If you increased in rank towards Elite just before your troubles started that could explain it as random NPCs are based on your rank so could have become better. Also if your standing with the people giving missions had increased they would be offering higher ranked missions with bigger rewards and risks, mission related NPCs are based on the rank of the mission.The thing is, I had the money to cover the rebuy multiple times over. Generally speaking, the Cutter is a much better ship than the T9 because it's fast (for a big ship) and has obscene shields, so it can do certain mission profiles really well. In a nutshell, nothing that can keep up with you can scratch your shields, nothing that could hurt you can catch you, and certainly nothing will masslock you.(Not counting certain ridiculous Thargoid vessels that are not bound by any rules that apply to human ships)
That said, still it's a ship with a very narrow spectrum, so I don't think rushing towards it is worthwhile.
So I'm thinking about the general goals I want to accomplish with the python I'm getting. Goal one is to run missions to get the cutter. With that said, do I put any weapons on it? Or just stay passive?
Guess I could convert the type 9 to a dedicated miner ship, and gather exploration data as I go to sell what I mine up for some extra credits
