Or, they use it where forcing their opponent to disengage is a victory for them. For a trader or miner that has been interdicted, forcing their opponent to disengage is good and actually destroying the aggressor is only of secondary concern.
Reverski is only a problem if it is used in meaningless duels. As long as there is an objective to the fight, such as piracy or powerplay, then Reverski is completely fine as a disengage isn't a draw but is instead a win for the victim. In a scenario with a proper aggressor and defender, the defender should strongly consider Reverski while the aggressor should only consider it if the battle turns very much against them. It's only when two murderhobos meet and one or both of them wants to paradoxically both engage their opponent while simultaneously performing a fighting disengage that it is a problem
It's a tactic just like turtling is in strategy games. It's a way of using the game mechanics to say "leave me alone" and making it very difficult for your opponents to attack you.
