If Clan/Guild like features were to be introduced, I would expect that they will be tied to the BGS - as player group sponsored Minor Factions - with added features like comms, identification, membership. Players could choose whether or not to apply to the PGSMF - if accepted they would display the name of the Minor Faction below their name when scanned.
Pooled resources are another thing - that tend towards executive control - we'll see if Frontier consider them for implementation (or not).

Two parts to it.
1. Where do clans play a part.
They can contribute to a power/faction. Or they can be as selfish as to serve their own agenda, just like any other single player. Blaze your own trail, right?
Why should clans be forced to have an alliegiance to a faction or power? Players don't.
I could be part of a trader clan to move massive amounts of stuff from one system to the next.
Or I could join a bunch of pirates who will raid everyone between here and Sol just for profit and kicks.
Like players, the choice is up them.
