In this case the cheating was made public by intention, so a permaban was issued but AFAIK not made public by FD.
Rather than defame the developers for 'saying nothing' (as is the hue & cry here) bar admitting the fact that they are aware of the issue, why not wait and see, I doubt they are in panic modeIt is a bit like demanding any Security centred organisation tell you how many 'Black Hats' they have uncovered and how...
Without putting forth names, would it really hurt FD to post here once per week:
xx number of players were caught cheating this week.
xx number of those players were shadow-banned for a month.
xx number of those players were shadow-banned for three months.
xx number of those players were banned to the shadow universe permanently.
Please don't cheat. It's not nice. We'll be watching.
Would it REALLY hurt them to do this?
At the very least it would show they're doing something about it.

How about some sort of third party authentication when logging in such as a code texted to your cellphone? That would eliminate possibilities of camouflaging accounts as most people won’t own multiple phones just so they can have secret ED accounts?

yes but if SONY or Microsoft caught wind, they'll just outright ban the console from being able to connect to PSN pretty much forcing them to buy another console.
Two problems with this:
1. There's probably not a lot of people still playing ED, so the numbers would probably be very unimpressive.

If the number is low the community will say: see, they don't actively punish cheating
If the number is high the community will say: see, Elite is full of cheaters

I expect that they are doing the same thing they did last time: Create a tool that detects the cheat software and ban everyone stupid enough to use it.Doesn't the "ignore" feature do a lot toward ensuring you don't instance with known cheaters?
Since the game is P2P, is IP banning even possible?
I feel like a lot of misunderstanding of the game architecture fuels some of the expectations here. This is a game that's been out what, almost 5 years? Does anyone believe that suddenly the developer is going to change their approach to game moderation because one person did something in open?
