Not sure. But how can it be restricted if the security in the area is Level 0 (which has meant that anyone can enter at every other place I've been to, including in the Alpha)?

Upstairs, there is usually higher security areas, but I was not far past the entry into the HAB
If it wasn't a restricted area, you weren't holding anything in your hands (and you weren't scanning them) and you didn't resist a scan by the guard (which will happen if they try to scan you but you move away) then I'm not sure what it might be and it might have been a bug.
 
I've never been shot for just charging up. I'll have to go test that.
You will get shot if you hold anything in your hands at all and refuse to put it away when told to (I'm actually surprised no one has picked up on the double entendres in this thread but that's probably for the best!) So charging up in front of a guard will definitely result in being attacked if you don't comply. Workers will do the same but I don't know if they're slower to react.

What you can test is to get any tool out in front of any NPC and then put it right back away again - you'll see them react to it and then let you off with a warning if you do it fast enough.
 
Even so, you should be able to recharge you suits power without them killing you! Just because the tool has a nasty mode, doesn't mean that your going to use it if you're actually recharging your suit. That would/should be sensible logic.

When does the code determine that you're going to use the charging port? You have to get it out before you use it. I'd imagine that'd still catch players out. Easier to keep it a straight rule.

I think you need to be very fast. By the way, if this is the PWR at the tourist settlments where the landing pad is in the middle and the PWR is split off to one side opposite a bunch of HABs (and bars and billboards)... Are you 100% sure that PWR isn't restricted? Many are (all of them are inside the actual reactor room). If you get spotted in a restricted area, even if you run away quickly, you will frequently get attacked for it.
To be fair, this was my second time playing Odyssey and the first time was me simply firing it up for a few seconds to walk around a station. At the tourist site, I had to shut the game down momentarily to deal with a misbehaving dog. When I started the game back up, I was nowhere near my ship and running low on power. I was trying to find my ship when I came across a charging station and that's when the "mischief" happened.

Regardless, it's a tourist site and shooting a lost tourist seems a bit much. :D

All the tools have two states, that are CLEARLY labeled as LEGAL or ILEGAL, therefore by that logic legal actions should cause absolutely no reaction from the AI.
Its not working as intented.

They actually tell you you're not allowed to have your tools out using words. So I believe your guess that it's not intended is unlikely to be true given that hard fact. Why go to all the trouble to record all the voices that say "Hey! Put that thing away!" and then "Good, I am glad we didn't need to take that further" or words to that effect when... all unintended? Just a bug? I don't think so.

Scanning them gets an instant hostile reaction as well. Insant; not illegal to use but... they don't want you doing it. Makes sense to me. So all that's left is using the tool to recharge. You're still not allowed to do that either. Their settlement, their rules (doesn't matter if it's tourist or military). You're allowed to hang out but you're not there on official business so you have no reason to be wielding any tools whatsoever.

Just keep it away until you need it and only use it when you are sure you cannot be seen. It's part of the game!

Maybe they just didn't like you, or your looks. Perhaps you wore the wrong jersey, like Manchester United... it doesn't matter. If you tick off the guards or fail to follow any of the unwritten rules, off with your head is their motto.

They should only treat you as a criminal if you do something illegal. Powering your suit isn't illegal (and if it is, it shouldn't be), and having the tool in hand to DO something legal shouldn't be illegal.

In other words, the TOOL shouldn't provoke a response, the ACTION should, and only if the action is actually illegal.
 
Well... the thing is in Alpha state. Perhaps they'll tweak things to make them more rational.

I think your point about legal missions is a good one, "Take this eyes only message direct to Mr X, find him in the settlement all above board just don't lose it" etc. would be cool. Fair to say at the moment if it's not the guards you're worried out .. it's raiders lol.

However, as far as rationality goes, I'm just coming round your place to plug my hairdryer in. You don't mind if you pay the bills and I don't ask, do you? ;)
 
you got to remember one thing. your on a different space port, not the normal ones you can landed at. These are security posts, or agriculture sites, you wouldn't normally landed on.

Hair dryers are a little bit different than life support, though. Any place that admits guests, and has no problem sharing batteries and medpacs, ought to have no problem sharing a plugin to keep those guests alive.
 
I was wondering about this also. I did steal a couple of things during a mission but did not have anything in hand and leaving the base when I came under fire. No one scanned me or was even close to me as I was leaving. So is that the norm, just expect to come under fire everytime?? How is one going to update there suits if you cant steal anything?
 
So, I took on a mission to go collect some papers from a planetary outpost. Fair enough. I land, and start walking around, just exploring. I notice my suit (FLIGHT suit, there's no battle suits avaiable anywhere near me) is using power even in the habitat... so I use one of the charging units to power it up.

All of a sudden, everyone is shooting at me. WHY? I didn't do ANYTHING illegal.
Sounds like you ran away from a Security Officer trying to scan you. I made the same mistake to start with.
Best to walk up to security early and get scanned. You'll be good for a while then.
 
I think if you only bring it out when you're facing a charge socket you might be fine. You do realize that tool can be used to stealth kill, right? That's why NPC's don't like it being brandished near them.
