It's not a new effect, the screenshot is from Horizons, though it is the same albeit slightly brighter and with a little more clarity in Odyssey. It is simply a very rare effect.... indeed the first time I've seen it in over 7000 Black Holes. It's refracting something on the skybox, but who knows what.... can't see anything behind that would cause this.
