By long range rescues you mean some ship goes to the rescue and brings back the victim to the stationary carrier, right?
To find a fitting location for the FC in the Xibalba region I've started the Overcoming Fear Expedition. Currently I'm at it alone, but maybe some of you fine folks want to join and help looking for that perfect system, especially if you don't want/can't contribute a FC itself. The trip Sol --> Xibalba should be around 29k ly.
Plan is to start on the 8th of May, though that is more of a rough estimate, since the only real goal is to find a nice system in that region, by whatever means you see fit.

I do indeed. The ability to refit and refuel for those rescue ships close to the rescue site is important, and the ability for a client to jump post rescue directly to a place to obtain the needed services is almost as vital. I'm not sure if the addition of carriers will change the methods of those seeking record distances but the current method is to get to Salome's Reach then burn away from Sol in supercruise for as much time as is possible. This can often mean chains of rescue ships with huge extra fuel tanks in order to rescue the clients.
It's my hope to just make that easier for all concerned, as well as to provide a helpful place to land and top up supplies like heatsinks and limpets in the deep black.
Nah, if carriers make that easier then the mad fools who do it will just go farther until it's as hard as it was before but farther away...

The Dogs of Lore community and I would like to offer our Fleet Carrier - Leo's Landing - for use in the DSSA. We'd like to be somewhere out on the edge (like Kepler's Crest - I think Hyueths HS-H d11-5 falls into that region). We will be ready for immediate launch when the FC update goes live with a bank on hand to run operations for the next 3 years. We'd be happy to stay there the entire time.
I'm planning a massive live stream launch event, followed by several Dogs of Lore Squadron and community events as we escort the Leo's Landing out to her new home.
If there's a specific system in Kepler's Crest - or another region where we could be of more immediate use - please let me know.

I am going to give this some more thought. I have an alt account collecting dust which may be put to use if I can figure out a decent way to transfer credits across and/or simply do some heavy mining once again.
It would be nice if there was a mechanic to transfer ownership of carriers, but fdev seems to be pretty adamantly against players with multiple commanders having any kind of convenience.

Good stuff. Recently I've been hearing people wanting to volunteer wandering carriers, so ... just making sure. However I need to mention that there will be a FleetComm carrier at Beagle Point, so that's 2 carriers extremely close to each other. Which is counter-productive imo.
I was debating whether to fit a repair limpet controller to be entirely self sustaining in the black, or a fuel transfer controller to theoretically help someone stranded 30k Ly away from the bubble. Having a fleet carrier around where I could swap those out as needed would be handy

Just to echo Q's sentiments here, as far as the GMP goes, we will only be marking one Carrier on the maps as a POI at Beagle and the outer galactic rim (which includes Salome's Reach), and that will be the Distant Worlds "Endeavour" Carrier (which was the original plan on DW2, prior to FDev delaying Carrier content). Having the map cluttered with many Carriers in close proximity to one another makes no sense and is counter productive for what the DSSA is meant to be.

We are currently in position in Kepler's Crest and our area of deployment is around 8000-9000 due east of your system. Not decided from a number of candidates yet, but it will be in the area. Just for your consideration of your own planned deployment.
I guess Xibalba should be in this list?
