My point still stands. The Mission Board is not structured to support the the core profession promise of the game.

There are no promise. You can engage with your decided role - which aren't standartized in any way - as you desire so. Missions are just lucrative deals from minor factions in game, throwing scraps to you.
 
Wouldn't that make every mission board the same no matter where you are? The game needs more diversification, not less. The civilizations need character.

Having said that, if you are looking for a type of mission, you should be able to tell from a system's government and economy which type of missions to expect.

Just look at passenger missions, no matter where you are they are pretty much allways the same and nobody is complaining.
I have opposite perception of diversification. When I look at the current mission boards of one faction and see 100% massacre missions then other faction offers 100% delivery missions thats zero diversity. In my perception that is some lazy algorithm based on BGS.

I'm not talking about homogeneous mission boards, but rather mission boards that reflect the government and economy of the system. A refinery system should mainly be about importing and exporting ore and refined goods. If the system happens to be in a low sec system, it will also require some security through missions against pirates. In a high security refinery system, mission against pirates should be rare, since that's what they got cops for.

Again, if you are suggesting that the player see the game through the lens of the BGS to pursue a profession, then the focus of the game is the BGS and not the profession.

All large population systems would rationally have all mission types available.

So is it that odd that a miner should go look for mission in a system which has a refinery? And high tech or tourist economies don't have as much use for Painite?

It should certainly affect mission payouts..

Tourist economies should have high demand for painite as it is gemstone and rich tourists will surely buy some painite jewelry as souvenirs :)

Nonsense. If it didn't matter where you got your missions, since every mission board is a carbon copy of every other mission board, profession becomes irrelevant.

When the missions reflect the system make up, a part of the gameplay is finding the right system which provides the right missions for your profession. Now your profession means something.

Cubeo currently in a civil war. The missions I'm getting are just about all "Kill a bunch of our enemies", "Bring reactive armor" and "Bring non-lethal weapons" to both fighting factions. Imagine that. War happens, people need weapons and armor. In times of peace / boom they all seem to want gold (or some other odd metal). The mission board is always going to reflect what the (NPC) inhabitants need due to the situation going on. To me, working as intended (and as expected).

What a load of [redacted], so the system is in a state of war? So where are the missions to go on a stealth flight to photograph enemy installations, to ferry prisoners of war elsewhere, to take secret documents to an ally, to move necessary supplies like food and medicines to where it's needed, to protect / attack convoys, to mine for needed basics to make even more ammunition / weapons?

War isn't just guns 'n fighting! it's logistics and planning and subterfuge, gaining an edge with secret missions and system wide propaganda - loose lips sink ships!

As I said before. Different levels of payout could be tied to state, economy, player rep etc. Each system compensation would be different related to these factors.
