Since the new tweak will involve increasing their weight and other nerf factors, I then Think larger ships like Asp and up will benefit more and can fit more.
Best balance is to remove them in my opinion

Well, if a larger ship has 4 or maybe more and you have 1 in a viper then again cells will be the deciding factor not pilote skill
PVP battles will be more balanced and no drag fest.
PVE will be totally more balanced since npc is not using them. And anacondas will be feared as should.

What about War zones? What about Traders? What about large ships being attacked by several small ships?
I don't trust you because you only see the game from your own small view point, I trust the devs because they see the bigger picture.
I also don't trust Moomins...
