Step one make the system uninhabited.
You might need more fire power than a Titan and fleet to pull it off.
That'll be easy. Commanders can decide anything within the galaxy because they are all powerful. Just start petitioning for the "Dead/Evacuated" BGS state, that's all you need.

I knew I wasn't going to be able to use one of my cherry first discoveries. This is a reasonable system, just for myself.

I chose the industrial outpost to have a ready customer for mining. A surface refinery might be next, or the scientific outpost. Producing my own CMM sounds good...
