Subnautica is an amazingly well designed game.
However, while I like your general plan - just creating the stuff isn't the ticket - the stuff you create in the "base" needs to have a point to it, a reason for being made, something you can do with it besides look at it.
That's why it's so good in subnautica, you build new stuff in your base, to achieve more things.

Storage lockers - they have a use, for keeping your stuff to build other stuff in organised places - In elite, that's,.... just your right hand panel so... would we remove this, and make you need to go get the stuff from lockers on your ship? (I'm not against this, but it completely changes the design of the game, and there's a problem with odyssey/horizons here...)
Plants - Provide food and water - something you don't need in Elite (thank the lord) - this could be replaced by something like, electro plants which can be used to make new energy cells for on foot, and the same for med packs, even potentially e-breaches - but again this kind of moves the design quite a lot, though I think this could actually work
Fabricator - creates items - well, in elite, that's... synthesis, which is built into every ship by default. We'd need to unbuild that in, and horizons dudes are now screwed (also would you need to walk there to synth? not practical in a fight, which it is used in, with thargoids - would be a cool thing for crew to do, in a game designed around it)
Aquarium - none essential, but does supply food/power source via bioreactor - well we have infinite power so long as we have fuel, and we fuel scoop - this could work though, with... something other than fish (maybe another plant) it's... kind of weird though for how Elite works.
Modification station - this is basically the engineers.... and, well, we know how Frontier play that, you need to go to the people, not have one on board your ship (It would be awesome though, to have an on board remote engineering station!)
The list goes on. Some of it COULD work, but... it'd be a pretty huge re-design of lots of game elements (I wouldn't be against a lot of it though)

Now, that would be excellent for ship interiors, gathering stuff from your normal gameplay, to add things to your ship, which allow more gameplay.
Gathering stuff to put down eye candy... not so much.
