The Desktop TCE Icon has the checkbox Run As Administrator checked.
After running the Auto Detect process, it changed the path to:
H:\Program Files (x86)\Frontier\EDLaunch\Products\elite-dangerous-64
Launching TCE then ED resulted in TCE showing my sector I am in and it is no longer showing "Waiting for ED"
I think that fixed it!

I am glad that we finally fixed it!
Evidently, my system gets confused between several version that are installed on my PC for ED32 and ED64 as well as the VR versions.
So the solution appears to be that if it says "Waiting" then run the auto detect for the version being run to change it to the correct location of the version of .exe file being run.
A search for EliteDangerous*.exe returns the following installed versions:
H:\Program Files (x86)\Frontier\EDLaunch\Products\elite-dangerous-64\EliteDangerous64.exe
H:\Documents and Settings\{Local User Account}\AppData\Local\Frontier_Developments\Products\elite-dangerous-64\EliteDangerous64.exe
