I think the only "gift" these guys want is of the Palin variety

INRA ship used to have a + sign in front of their name. That might be a bit obvious though.

Shortly after his research is shut down by some unknown person(s)/thing(s)

Shortly after some unknown person(s)/thing(s) appear scanning the station where he was working
I'm thinking, pulling it all together, that whoever it was who stopped Palin researching the UAs doesn't want him to find out the connection between them and the Meta-Alloys. Or maybe poking around into who Caine Massey might be and what they were doing nearby. They have enlisted (or more than likely have) a couple of engineers to upgrade some DBXs so that they can try to find Palin and what he's been up to.
I think coming up we're going to get an idea of who is behind this (CM, INRA, ?), I think Palin is about to "disappear" and as has been suggested we will get the introduction of an engineer (I'd like to hope we might get one special one and possibly even a difference through a decision we make).

Well, I'm going to pass my next gaming session in Alioth...
Then the next step might be a visual inspection, since we don't have the scanners the mystery ship had. Any spikes sticking out of the station wall?

I don't think you can blame anyone outright without evidence (space litigation is the worst kind of litigation)
But you could certainly phrase it in a vague enough way. People will always be wary of change... We fear what we don't understand.. we hate what we fear.. we destroy what we hate. In the past certain groups such as [hitlist of any/all groups who might be alien-phobic] have made a stand for safety and security, at the price of knowledge and progress.. We must not make those same mistakes again.... Must stand up to those who threaten Dr. Arcannon's life.. but more importantly our ability and willingness to learn... blah..blah..
without the blah..blah.. bit, obviously.

It is odd indeed that the CG was backed by a fed faction.I think I will give Merope a chance.
Hehe, yeah, i should have added that as well, but i did also scan it visually, other than the light-show connected to an incident when switching between the various scanners and missing that between kws and cargo scanner there might be a gun array activated that immediately starts firing - resulting in the quite pressing need to leave the instance at the next possible convenience, there was nothing special to see.

What is the maximum range an explorer DBX without fuel scoop with/without fueltanks can have?

If these DBX sightings are the next part of the puzzle, we know they have been to merope sightseeing, been to maia looking for the doctor and probably have a secret base on the surface in alioth. Didn't the latest patch also fix settlements or maybe bases?
I have just spent 2 hours in alioth at distress calls but no luck.
Maybe we are now on the hunt for a base or HQ for the pimped DBX's to trigger the next part of the puzzle.

I must admit that this morning I actually had the same problems finding barnacles in other greenish areas. Could also have something to do with the different lighting (yesterday I checked the night side and the day side during almost-eclipse). That is why I only posted one discovery today. As far as I remember, I also checked the twin-crater site you mentioned, with the same negative result. But I think the logic of my approach for finding barnacles on PS JC-U B3-2 2 is still valid, regardless if barnacles do not spawn or have not yet spawned in all green patches. The chances for finding a barnacle in these areas are still much better than in other places on this planet. Nonetheless, it may be wrong to apply this logic on other planets with smaller barnacle population, other lighting or differing mineral composition.
