Update 13, Narrative and Access to 4.0

Question: what's the scope of "narrative" here?

Obviously anything requiring new assets, on-foot content, significant code development, etc. is going to be restricted to 4.0, all perfectly clear.

But what about things like Community Goals, Galnet Articles, etc. which have tended to form a significant part of the narrative? Will those still be available to 3.8 PC (and by extension, console players who haven't/can't transfer) where they don't intrinsically require 4.0?
 
Is upgrading to 4.0 mandatory or can Horizons players stay with 3.8? Asking because the "updated graphics", especially the planetary rendering, is ugly.
I've played Odyssey since it was released. Just the other day I got stuck on the surface of a planet on foot - I logged out and when I logged back in my SRV had gone awol.

Anyway, to get out of this I installed horizons - yes I had never installed horizons on this new PC - and was immediately struck by how ugly the horizons view of the same planet was.
 
I'm properly confused now. In effect does this mean 3.8 is old Horizons but is the 'last' update for that branch, while going forwards 4.0 is the 'new' branch and will get all the new stuff?

Will 3.8 therefore be Horizons graphics, C+P rules etc, or will that change?
I think from reading it everybody moves to Odyssey graphics just the access to certain bits depends on your access pass.
 
Please, does this mean we can FINALLY PLAY WITH OUR FRIENDS WHO CANT AFFORD A GOOD COMPUTER TO PLAY ODYSSEE?!
IIRC, Horizons 4.0 is just "Odyssey Lite", so if your friend's computer can't run Odyssey, don't expect it to run Horizons 4.0 any better. The obvious exception is that if the only area you suffer performance hits is the on-foot stuff, Horizons 4.0 players won't have to worry about this because it will be locked to them (though I suspect they can drive an SRV in an Odyssey settlement on a non-atmospheric world).

The Devs want to put ground assets down on an airless planet for the story but only on the new terrain for reasons.
