Does that actually work? Wow.... Will this trigger an ATR response? If so, then in some ways this is more of a grief tactic than ramming another ship. The little devil on my shoulder wants to go ram some posh Cutter in a disposable Sidewinder and see what happens. (Don't worry, I won't)
The main problem would be to get into the same real-space instance as the Cutter. Interdict them, and you're the attacker (hopefully...). So all you can do is lie in wait in hotspots and wait for that Cutter to pass by. Doing it near a station is difficult since neither of you can go faster than 100 m/s, but a CG RES (or even Nav Beacon) should be viable. What I could imagine would be a wing (might not work if the "attacker" flag is inherited throughout the wing) or a friendly CMDR. One does the interdiction and keeps the victim in place, the other drops in (wing beacon or wake) and rams.
I would imagine, though, that such a tactic would fall under FD's harrassment rules.
As for ATR - probably not on the first occurrence. And if you repeat that stunt, that would clearly be harrassment.
