This all reminds me... Have we ever seen a system un-permit locked before? And no, HIP 22460 doesn't count, they just gave everyone that permit outright. And people can't move carriers to permit locked systems no matter how many people have the permit for said system.
If they do go that route for Col 70, Regor, etc..., will we just never be able to take a carrier there?
