I have been thinking about the percentages and I think they should be lower but we both do agree that a percentage is a good idea. I think more appropriate would be something like 5%, 10%, 15%, 20%, 25%. If we use a base Anaconda trade ship as a model figure (404 tonnes) this would work out to 20t, 40t, 61t, 81t, then 101t. 101t is a LOT of cargo and even 20t is a significant amount for most ships. If we take a Cobra Trader for example say 40t of cargo capacity this works out to be not worth it at 2t, 4t, 6t, 8t, 10t, (rough estimate). So maybe a scale like mine for the ones that work on large ships but they are slightly more efficient on smaller ships. Maybe something like 15%, 20%, 25%, 30%, 35% for something Cobra sized.
As for the comments about anarchies being all gumdrops and sunflowers by the other poster (I for an I?) I will just simply say I disagree......ask the people of Somalia if it is so......yes it may be their home but I think even they will admit that it isn't the paradise you seem to be claiming that it is.

I have to support the pirate guys here even though i don't like Code ive got to say them not being given insurance because there pirates makes no sense unless they can steal there ships which case fair play.
I'm pretty sure at some point that stealing ships and derelect (sp?) ships are in the works.
I hope it is, but until then, pirates losing their million dollar ships every time they die, will all but remove piracy from the game.

It would ensure that anarchies become the local haunt as they should be. As far as bounty hunters go they seem to be few and far between and if pirates are worried about them they would need to adopt a strategy that traders need currently to survive....evade and flee to fight/pirate another day (figuratively speaking). Pirates in 95% of circumstances do not have to worry about a bad situation against a trader and that would be even more so in an anarchy as there would be zero or very little system security response. The only thing pirates would need to fear is a trader setting up a trap by having a wing of combat ships ready to come to his aid which is a remote possibility.
I think it will kill piracy. Forcing pirates out of 90% of populated space isn't going to make pirates happy. I say this as a pirate, I know it would get me to stop.
You're taking the third worst profession in the game, and making it even worse. Pirates don't get anything for moving to anarchy systems. Maybe slightly higher prices depending on what they steal.
It's not even being forced out for a good reason, like strong police presence, or quick responses in non anarchy systems. It's just a flat out, "Don't pirate here or you lose your ship for good". It's not good gameplay, it's just a cheap way to enforce the in game "laws" it might as well be instant appearing magic god mode cops for how compelling it is for the pirate.
One point you forgot was, anarchy systems are just as bad for pirates as they are for traders. The npcs are too stupid to differentiate between pirates and traders, they attack us as well. Even if we're allied with the same faction (no honor among thieves, I guess). There's also bounty hunters to deal with. Anarchy systems aren't a welcoming place for pirates either. If there was perhaps proper pirate factions, it might be worth it to go there.

Just because piracy is allowed, doesn't mean it should be encouraged. In game criminals should be given no benefits. If it stamps out piracy, so be it. Quit crying.

the good news is that most pirates are cowards... I've been interdicted three times this week, each time, I pointed the nose of my conda their way, opened my weapons ports, and watched them run like hell. Two weeks ago, some pirate interdicted me. I immediately turned towards him, fired all weps, disabled his thrusters, and then killed him at leisure. I still have a copy of his messages... He kept complaining about fairness, and why didn't I just drop my cargo and jump away. Looser.
