Powerplay was MADE for PVP activity. Ever so often you'll come across an awesome post about Powerplay being used Correctly. Both Parties using open at the same time. Everyone is usually happy with the outcome Win or Lose.
But then you get people complaining when one side uses the Modes and the other side uses Open. Expecting PVP to happen and gets upset. It was made for PVP after all?
So powerplay ITSELF is made for Consensual PVP. As in you know what you were getting yourself into when you signed up for it.
Not like how Jockey insinuates it to be if you use the Modes or not making it Consensual.
The Screw Up with Jockeys post is Frontier Acknowledges there is an Imbalance with the modes with it pertains to risk and reward. And was looking into fixing it. The community had an outcry resultng in Sandro "apologizing" To the community 2 weeks later and no changes were ever made.

They could have made the changes if they wanted to....
So what happened is the community started out as a Co-Op/Single player game. And it Evolved into a Multiplayer game.
Even the BGSers are using the BGS against each other. Rather than using it as a single player or Co-Op gameplay as designed.
Now people are upset with One Click Transactions because people are using the BGS against Each-Other. And not the way it was made to be.
We are now at a cross roads.
Would the Modes, One clicking, Heat Cannons and Lasers need to be changed if we could never effect one another in the first place? Nope.
Do they continue with the single player Co-Op Design? Or do we change the game to reflect the new play-style people are getting into. And balance the game for Multiplayer, while still giving the Solo Player/Co-Op feel.
And this is exactly what they are currently doing.
New Crime and Punishment is built around the player (some dont understand it, the ones that PVP and do BGS does though). Engineers are built around player vs player. It wouldnt surprise me in the least with squadrons coming out, a Multiplayer Feature. That they finally address risk and reward between the modes.
Ground work is already laid.
Im interested to see if they finally snuff this one out.
Everything Jockey says in his wall is true. But the game we are playing now is an adversarial one. That must be balanced, while still giving meaning to Co-Op and Single player.
To me, its the calm before the storm. The adversarial multiplayer experience he speaks about in the second link above. Simply wont go ignored forever.
I just dont think the community was ready for it at that time. Now I see some of the people that fought against it. Fight for it over time. While others dont.
Anyways. I think that just about covers it.
TLDR: The game was created for the single/co-op experience. Over time things were added to the game, that created a multiplayer adversarial experience. And the BGS/Powerplay still has the Single player/Co-Op framework. With Features meant for PVP. Which is why the community is split.
Our hopes are that Beyond tackles some of these features.
And... Some here dont want those changes.
