Now that wars are possible in multiple systems, you could farm combat bonds in war A, system A and hand them in while war B in system B that involved our faction.
you could also fight in a war in system A for TDW, wait a few days then hand in the bonds when we get another war going in system C
All because we are the faction that grants those bonds. Some of the above is tested (by others, not me!) and seems to work.
Handing in combat bonds from a war in system A into system B where we are NOT at war doesn't boost our influence, unlike bounty vouchers.
Safest is to just hand them in when you next dock up for repair refit.
