no, of course carriers would have to be dealt with in some way. they are an oddity in the already schizo universe, midway between ships and stations. carriers didn't exist when sandro made his proposal, and it is understood that their mechanic changed dramatically just weeks before their release. it could change again if necessary. now that i think of it, they are sort of a fourth mode
the point i would make (if i were op) is that those are implementation issues, not to worry too much about in a preliminary discussion about the principle.
personally i think op's principles are sound, yet the toy is already broken in that regard ...
