It's funny, but whenever I hear brow, I always think first of the crest of a hill or ridgeline. And I'm a native English speaker also but Canadian - too much tromping over hills in my life I guess. To confuse matters further, the brow of a hill can also be the lip of a valley or depression. Just sayin'.As stated in my original post i also see it more as a refrence to a central point of something, but IF you tried to visually find or by meaning decipher the "eyes" it would make a big diffrence if you aligned for the brow (more linear) or the forehead (triangular). Just keeping options open.
I agree that it propably just refrences a central (maybe brighter than usual) point in a constellation of some sort, that either is or can be connected trough mythos to the creation of atleast a few galaxies.
I personally tought about it as either being right on the browridge between the eyebrows, or the center of the forehead, right in the middle between hairline and eyebrows.
Being aware about all the diffrences in translation would help to find out which parts of the toast are more literal and had to be carried over 1:1 and which are more vague concepts. As an example the parents grief and lovers woe are defined, clear refrences to either myth, history or art and from what i see even the diffrences in spanish are just a choice of taking the first or second translation result for a word. The mother of all galxies is more vague and that jewel is all over the place, this makes me think that the mother is a grander concept to be understood, in order to find the center and with that the more literal "jewel".
Of course there are language barriers in translating, but assuming the toast has some importance, it had to be written with all the info you need to solve it in any language (or atleast i hope). If it turns out the texts have these consistencies in being vague about certain and literal about other things, we'd know the priority of key words, which would maybe help in solving the toast (if possible).

I am Russian and there are no eyebrows and foreheads in our translation of the toast. Just a listing of the different elements of the galaxy. That's how I understood it.

They used to be in the bubble back when they attacked stations. Used to be AX CZs with interceptors all throughoutHmm, not Raxxla related, but in California Sector now and no Thargoid ship presence that I can see, not even in the systems with barnacles. Why have the Thargoids not contested the Alliance expansion there like they have in Witch Head and Coalsack? Pirates have, but not the Thargoids themselves? Anyone find that a little strange? Also facilities named after Mic Turner, and his faction Turner Research Group seem to be largely running the place. He (supposedly) disappeared trying to make peaceful first contact with the Thargoids. I believe it is different Alliance factions in the other nebulae. Curiouser and curiouser. That said California Nebula is one of those odd ones where the systems don't actually seem to be in the nebula itself as depicted on the Galaxy Map, so perhaps that explains the absence of Thargoid signal sources. Just out of curiousity, does anyone know if a Thargoid signal source has ever been seen outside of a nebula or dark region?
I strongly advise against relying on differences in the original and translated texts. Localisations are just "translations", that's not a "redesigned" text entries. Yes, the work have been done professionally (I'm not speaking here about UI elements) and I'm sure that this have been done by third party companies - on outsource - i.e. by someone who is probably completely unaware of the subject. The latter is based on my own comparison of dozens of Tip Off related text using all 6 "officially" supported languages.as @TrillClinton mentioned the definition of brow should be taken as forehead, not eyebrow nor the other meanings. I wonder how it could be interpretted from other languages? I know a lot of cmdrs speaking Spanish and Russian, may be they can enlight us about the Raxxla codex interpretation in their language?
