In a solution to the telepresence, let me mention a "telepresence" format that I heard of in a sci-fi universe before...
The person would get into a pod, and at the receiving end a biological "3d Print" of the person would be made. It was essentially the person, but if it was killed the original would wake up and be able to do it again.
This, to me, makes much more sense than the current "Telepresence" and recovery upon death. It doesn't make sense that you can be killed on the other side of the galaxy, and suddenly "POOF" you're rescued and at the last station you visited. This would be adequately described if you had a biological clone of yourself out there. It would also justify life support in the ship. I mean, it IS a living version of you.
This would also allow you to have a good reason to allow a person to get out of the SRV or to take a SLF planetside. Somebody is IN there, but if they're killed the original person isn't gone. Then you can easily justify having a person not have to roll a new character each time they're killed in their ship or in Odyssey planetside missions.
If this format is implemented, then I think ANY form of telepresence would be moot. It would ALL be a physical presence, but you're safely on your ship AND in your SRV/SLF.
I'm sure we could work up a lore-friendly way to bring back CMDR's who are killed in space. Maybe their DNA is archived somewhere and that is used to resurrect them if they are killed. And maybe at the last station because that is where you last submitted your DNA for archival. These are some ideas.
