I've been reading, and avoiding commenting on a lot that has been said.
How I see it working for open PVE.
In the original elite if you shot at the station, the police vipers would kill you in less than a second. No warning, just game over commander.
Nav beacons: As it is today
Conflict zones: As it is today
Res zones: As it is today
If you are wanted in the system that you are in. PVP is ok stays the same.
If you are in an anarchy system, pvp is ok, stays the same.
If you are not wanted in the system that you are in and the security is medium or greater. The Police gib the aggressor, pre drop to normal from cruise. Just spawn super elite police ships if the interdictee is not wanted.
For station rammers, just instagib the ship that is moving the quickest. If both ships are below 100ms then ignore the damage.
I used to play in open, and was willing to be interdicted and killed if they could catch me. What annoys me with open is that there are PVP aggressors that are grouped up in wings that will hound you constantly across a system. The only recourse is to high wake, and high wake again. I hear when people say that you can live in the bubble in open without meeting these types of players. They are right, if you don't want to go anywhere well known, Lave for example, or take part in anything community oriented.
But CSG's are where the most fun is at, and this is where the most harassement comes. If the CSG requires you to deliver X tonnes of cargo to station Y then it's near impossible to do as a trader in open. Elite was a trading game, Frontier was a trading game, First Encounters was a trading game. Elite Dangerous is what? Because I don't know anymore, I won't return to open until there is a working crime and punishment system in place that prohibits antisocial behaviour.
The biggest problem is the cost.
If the interdictor in his shiny FDL at most is going to cost them 9 million in buy back, I'm currently looking at about the same 9 million, but with 2 million cargo cost as well.
My ship is set up for cargo hauling, the FDL is set up to kill. There is no contest there, either I high wake or I die.
