Maybe there might come missions that also issue permits later on...don't know...but this is how you do it for now.
Makes more sense to give you a permit if they trust you rather then just because you took on a mission from them as an unknown individual.

Well guys, with all these updates we can surely look forward to a lifeless feature depraved yet bug free retail release. Yay.
It helps us identify what happened earlier in the mission chain to try and diagnose some bugs.
