"Legitimate PvP" is the Crackpoint here.

If we go Strictly by the Rules. Any PvP is Legitimate. Even Interdicting a Sidewinder with 4 Anacondas is Legitimate PvP.
Let me clarify then, what I mean is PvP that has immediately visible and reasonable context such as piracy and bounty hunting.
But if we go just as Strictly by the Rules. Combat Logging is Legitimate as well.
Because guess what. It is currently neither Punished nor Explicitly stated to be against the Rules its something that you can do and which is not prevented in any way by the Game.
BOTH however has been Stated by FD as being Unsportsmanlike and Undesired Behavior which they dont want to see
Actually combat logging is an exploit clearly declared by FD but the combat scenario which you describe is not, on the other hand.
Legitimate PvPers usually dont encounter Combat Logging. They Fight in Conflict Zones or by doing Duels. They dont Interdict and Gangbang on a Single Weaker Enemy in Super Cruise which is likely not only a much weaker Ship and Outnumbered but not even Equipped for Player vs Player Combat.
So your Claim there that this would drive the Honorable PvPers is Rubbish.
Because People who look for an Honest and Fair Fight will usually not encounter Combat Logging. Which is Logical because they usually Fight each other.
Unless you believe piracy and bounty hunting aren't legitimate, which I find it comical. Pirates go after ships that are vulnerable cargo hauling ships by the very definition of its profession that trader can compensate by properly arming themselves or having escorts. Bounty hunting targets a specific wanted players, sometimes performed in a wing to ensure the target's destruction. In both cases they can be "unfair."
So the rubbish comes not from me, but you.
Its a nice Double Standart you guys always like to Employ.

Calling the Unfair and Unsportsmanlike Griefing and Seal Clubbing your doing "Legitimate PvP" while vlaiming the Unsportmanlike Combat Logging to be against the Rules.
Because they are exactly that, however much I actually disapprove of seal clubbing and random player killing.
In the End what your doing there is abusing a Weakness in the Game Mechanics to Attack Enemies far below your own level.
And the Combat Loggers are doing the exactly same. They are abusing a Weakness in the Game Mechanics to get away from these much more Powerful Enemies far beyond their own level.
Random player killing does not ensure that the target is always weaker than the attacker. But then I don't participate in that whatsoever so I don't see how I'm being "bundled" into this category that you created.

FD will do something about this Problem.
But dont expect them to do it in the way you think it should be done.
Because FD will likely not only Fight the Results of this Problem.
They will also Fight the Roots.
So in the Patchnotes which state that Logging during Combat becomes a Bannable Offense or is simply not possible cause your Ship simply stays in the Game for another 60 Seconds after you Quit.
You should better expect that there will also be standing. That Preying on much Inferior Enemies will become a Bannable Offense. Or that you will gain Insane Legacy Fines and Bounties upon Preying on Enemies much smaller than you.
FD's current approach to the issue if they are trying to resolve it is
asinine for the reason I provided, which you haven't refuted whatsoever.
Crime and punishment is at fault for not making clean ship destruction have meaningful consequences.
