Depends a bit on location (some places in the galaxy are bleaker than others) but also on additional system info. Like this system where all four WW are terraform candidates and moons of the same dwarf star. https://forums.frontier.co.uk/showthread.php/357359-4-terraformable-WW-moons-in-one-system
