You are still allowed to kill other players in Open, no-one has taken that away. In fact they added a means to do it with impunity under certain circumstances. They don't reward you for killing players, but they never did.
Nothing is being taken away but you are being given an opportunity for consequence-free PvP.

The first part of the sentence was about PvP in Power Play, the second part is about feeling as part of a team in Power Play (not about PvP).

Player kills Player. No reward.
Player kills NPC. Reward.
This means that PVE is actually being encouraged by the gameplay mechanics as opposed to '"We're giving players a reason to engage in PVP against supporters of other factions'....
Do I need to link you to the thread with the PDF of how to play Power Play? It's the biggest Competitive element to make your chosen faction go up the ladder and expand. You are working against players who are trying to undermine a system you're trying to fortify, You are fortifying a system to prevent it from being undermined, Players are preparing systems like Cartoi and meeting equal resistance to claim the system for expansion. Players are helping prevent expansions from happening or helping expand their powers into new territory, regardless of opposition.
Each Power has ways to undermine, but it's so shoddy and weakly implemented, it's a horrific grind of "Shoot NPCs" and doesn't allow for shooting Players when it should.
That part definitely warrants shooting and more rewards, especially when there are commanders going after traders and attempting to prevent certain actions from happening. It's why I believe Power Play should be exclusive to Open Play or really better balanced. Especially when there isn't much diversity and a huge differences to play in a private/solo mode, compared to Open Play.
It warrants the question: Why is this even in the game? Or better yet, Why isn't this still in beta?

Neither choice is being encouraged or discouraged because NPCs appear in all modes. All are equal in terms of reward.

Problem with Power Play, is that it's unfair and poorly balanced on the three modes. It's practically better to take advantage of solo or in a group. Why bother interacting with other players in a very competitive mode?

I don't see any reason why PP can't both
a) allow conflict via strategic movement of pieces, players, items as it already does.
b) allow players who've both decided to engage PP by selecting a power to suffer the same consequences an NPC does.
No, because I can see the game from a POV of FDev not wanting to encourage PvP. They can allow for it, even take away the penalties in certain circumstances, but they shouldn't reward it. Stopping players can provide indirect rewards (e.g. it could stop an undermine attempt from succeeding) but it should not have direct rewards.
Funny enough, I'd assumed PCs counted for the kills/ merits same as NPCs. So it was a tad odd to see they don't.
Not sure why they don't, it's not as if that would change anything for PvE private Groups or Solo players.
