Missions never rewarded killing other players. If I'm asked to kill pirates or traders or whatever, only NPCs count. It is entirely in keeping with everything we've seen so far.

I have seen episodes of ST:TNG where factions have gone to war over the misunderstanding or mispronunciation of words - I feel myself warned ... and to think that a comma is such a tiny thing.

I read it as supporting both things as in;
It supports PVP in that it gives people an in game reason to attack another player on an opposing faction.
It also supports lone or alone players either in open or in solo/private and allows them to be part of a team - regardless of mode.
That's how it reads to me anyway.
ETA - it doesn't mean you have to attack another player but it does give a reason other than because I can.
