It can't move. Therefore making it a persistent, stationary object within that system. Until, such point, the commander jumps the carrier out.

The issue isn't the number of carriers it's the persistence of said carriers. Personally I would not make a carrier persistent if it's services are not open for other players.
Given there are probably a large number of carriers which are not open to other players, i.e. the player bought it for themselves just to store their fleet, I would drop these from being persistent.
