Suggest that PP will be Open Only...and within the same thread say...'it's just talk'? I'm holding off response to the main thread because I have issues with a few other suggestions...but:

My thoughts on “What the frell he’s trying to do,” in order of appearance:
1) He’s tring to kill Powerplay. IMO, thus will absolutely gut the logistical arms of the various Powers. Powerplay has always been about moving PvE tokens, with PvP being a fun sideshow at best. I know the PvP community’s salivating over this, but do they honestly expect PvE players, who lack
any interest in being the content of others, and suddenly become adrenaline junkies who crave the high of PvP? Those rare transport pilots who enjoy that kind of thing (waves coquettishly) are already in Open.
If this had been the
only proposed change to Powerplay, that would be my conclusion. But along side PPOO, comes a host of improvements, including the one that keeps participation down: having to choose between playing Powerplay, and pkaying the rest of the game. You don’t do a lot of work improving something you intend to kill. So it can’t be that.
2) He sincerely wants to increase participation in Powerplay, and thinks forced PvP will do it. Sandro has always struck me as the sole PvP enthusiest on the dev team. And like many people, he assumes that his likes are similar to everyone elses. Because of this, he’s ignoring 40 years of game development experience that says, “Nothing kills a game faster than forcing PvE players to be the targets of “PvPers” (note the air quotes)”
3) He’s trying to increase Elite’s visibility by making the game “cool.” The rise YouTube and Twitch has led to a phenomenon: watching others play video games. Whether it is eSports or Lets Plays, people enjoy watching others play, and then might decide to buy if they like what they see. And NOTHING makes better videos than PvP done
right. Of course, Elite Dangerous would need a lot more work than PPOO for PvP to be done RIGHT in this game. And personally, of this strategy was successful, I think it would border on false advertising.
