I saw mention of this the other day and thought base building may already be going through stress testing via carriers. i.e. how many can a celestial body handle, how many can a system handle, etc. If they ever get that far, there will be a maximum, per whatever, associated. I hope there are enough that delivering stuff using an SRV becomes possible, but not so many that every place you look, there's a base. One of the only annoying things I find with Starfield is every place I've chosen to land on any planet, within a few hundred meters, there's a base. Interesting for the first few places, but then impossible and ridiculous each place. (I certainly haven't been everywhere yet though)
Starfield has small maps (tiny areas of a planet) with generated points of interest. Some mods can increase or decrease the POI density. On January 10, 2023, only 0.059% of the galaxy has been discovered. Given the modest active players there will never be too many bases. They could limit the bases per planet and star system. A cluster of cooperating or competing player bases would generate cool emergent gameplay.

ED won't become EVE for multiple reasons:
- EVE has just 7800 star systems with multiple security levels. EVE's Concord (NPC security) protects players in high sec systems. EVE has more concurrent players than ED (currently online 17,588, max 29,299 (2024-02-08) in a relatively smaller sandbox. ED has around 400 billion systems and 10 times less concurrent players which are very spread out. So the chance of player encounters is very low.
- EVE has jump gates which are chokepoints for ships entering a system. In ED players can jump to another system from nearly any point in space. So players who dislike Powerplay can't be barred. The system permits are set by the devs.
- EVE has only one game mode (open MMO). The player corps (guilds) can only claim low sec systems. Players are protected by NPC security in high sec systems. If you're in a low sec system and encounter other players there's potentially PVE or PVP. In ED players can switch to solo mode (singleplayer) to circumvent player and PP interaction.
- If ED gets base building it would only cover a small area on a planet. The bases could contribute to the sphere of influence of the major and minor factions. The Bubble would expand and change as a result. ED has too few concurrent players to effectively patrol 1 star system.
So base building + powerplay 2.0 wouldn't prevent players who abhor PP from doing their usual activities.

The trick is to buy a plot where someone else has already done all the planning and permits and given up before actually building anything. Then you can fast-track it through the local council and architectural bureau. The hardest part would be finding a contractor who doesn't screw things up too much and getting through all the audits and final paperworks.I'm hoping that we get the precursor of base building.
Namely, taking a ticket and waiting in line to deal with the space council's planning department. Just don't forget to take the architect's drawings, unlike last time.

Off topic: one of the main complaints about Starfield with non-space nerd gamers is that the planets are empty with not enough POI-s. Goes to show how making a realistic-scale space game is really hard and never going to fill the expectations of everyone. Mentioning the Powerplay rewrite (as "feature overhaul") in mid-2022 rather than now, when it's (hopefully!) mostly ready, again, doesn't really seem to have helped.
"A new feature, hopefully this year" is probably about as specific as they can get without too much risk of it being wrong in a way which will annoy people later.
