Per standing orders I visited systems in the 20ly cube of LFT 926 with EDMC running. I visited stations in all the systems with >0 population and less than 8 factions. I did not see any Dark Wheel missions yet.
But we have up to date faction influence levels for all systems with less that 8 factions (that's 31 systems)
I will do the loop again tomorrow.
 
There are actually around 100 systems in range of LFT 926's expansion. Many can be ignored as they are not in the right state or are full with 8 factions. Scanning as many as you did sure helps though!


Missions should only be offered by The Dark Wheel in the two systems we are currently in - Shinrarta and LFT 926. Third party factions might well have missions that target us - EG scan our bases, shoot our ships, but these missions will almost certainly harm us! The expansion missions I think you are looking for are not part of the current BGS, and have not been for the ~3 years or so I've been actively involved in this side of the game. They may have been in the very early v1.0 days.


I will try to post both the public "standing orders" post and where possible, some additional activities here to the forum thread.

Time sensitive ones are valid only from tick to tick, which itself is quite variable. The most recent tick was about an hour earlier than previous days. Putting a 24 hour time limit from the time of my post is about as accurate as we are likely to get.

All it would take at the moment to mess up our planned expansion target is a single commander with a few hours to burn. They don't even need to be working in the target system to ruin the plans.

The result of that alone might be worthwhile, regardless whether it happens to the right system or not. If it never happened before and the odds of controlling it where we want to aren't great, chances are decent any expanse might trigger something interesting to happen (if only to let players know they're on the right track).

It can't be ruled out at this point at least.

TDW existed in Shinrarta , probably since the game started.
We cannot claim credit for the expansion into LFT 926. In a way, Fdev did put us there.

The expansion from Shinrarta happened in the days after the release of 3.3 and the changed BGS mechanics. There was unfortunately a bug in the calculations that meant tiny transactions had a negative affect against the system owner. This meant that TDW gained a HUGE amount of influence in the first day or so, enough to push it beyond 75% and into expansion. Other high traffic systems also had similar events though probably not quite as dramatic as this one was.

We have been fairly easily able to manipulate the BGS in LFT 926 to get the expansion going. There is nothing "unusual" so far in the way it has behaved.
We have also been working a little in Shinrarta and it is also hinting at "normal" BGS behavior, but the sheer weight of random commander traffic acts to suppress our gains there. Early plotting of trends amongst the BGS team suggested that we might get close to, but unlikely to pass the 75% mark in Shinrarta. I personally am more hopeful that with appropriately directed activity we do have a shot at it. The current upward trend in Shinrarta, even though it has not been our focus for several weeks now, is a good thing. We will continue to push Shinrarta when time allows (like now, during the "quiet" expansion stage). It is a test worth evaluating at least.

One goal is to spread to a significant number of systems - 10, 20, 50, whatever is required to trigger an event. This means that even a derailed expansion is still a good thing. We are pretty much guaranteed of ending up "somewhere" at or around July 7th, but we have a target in mind that will bring us closer to Sol.

There are a number of unrelated permit locked systems in range of the projected expansions. Hodack is a potential one this time around, but only if TDW is extra special in its behavior. I do not expect to land in Hodack!
 
OK commanders, it seems today has been quite a day for TDW project and it's supporters! In light of today's events (and those that have not yet come to light but we are looking forward to!) I thought I would take a moment to sum up and give context to two things that have come out today.


First: is a screencap that has been posted on the Canonn Discord (I LOVE CANONN!):

Their claim (which is entirely reasonable but not proven in the picture) is that the statement would very much seem to indicate that there are (at least one/some) permits in game that are obtainable, but not on the list of known permit unlocks. So they must be either completely unknown or are known to only a few people, who have not shared the information. but the final line "NO DOUBT SOME CMDR, SOME WHERE, WILL FIND OUT HOW TO GET THE PERMIT" would appear to be substantial proof that the mechanism exists in game to accomplish the task.


Now this would be massive news if it were true that this is a Frontier employee making a statement. It appears legit, and my opinion of Canonn is that they are an impeccable source, but one must attempt to confirm these things before taking it as a given.


As such I attempted to get confirmation by contacting the CM team at Frontier directly. After taking a short time to check they confirmed that "CMDR Dawn is one of our support reps." and while they did NOT state that any information in the screencap was doctored or incorrect, they did add (restating their long standing NO COMMENT position on very many things) that it is their official position that they "can't confirm nor deny that the permit for HIP 22460 is unlockable in game."


Further they hastened to add that flooding the customer service program with questions would not be helpful as they do not handle this kind of issue but rather “Their focus is on account help, technical queries etc. not in game design/development. That's better directed at ourselves [CM Team].” So I leave it to you, Commanders, to look at the screencap that has not been disputed as a fake or wrong by Frontier CM’s but rather was met with their standard and reliable “We neither confirm nor deny” response — which, to be fair, is the only one they are allowed to give. And decide for yourselves what meaning you take from it.


And then there was the second noteworthy development of the day. Not all that long ago Commanders Buur and Rheeney contacted me excitedly with some information they had found and were looking for input on. After hearing what they had theorized I promised them to hold off on discussing it until after they released their content on the matter, but I found it to be both intriguing and promising!

I must say that they gave a compelling bit of information which seems to further strengthen the reasons to look into LFT 509. In essence: if you plot the points of the weekly thargoid attacks and then draw a line to the intersection of those points, you keep ending up at/very near to a permit-locked system. Furthermore, if you take the historical progression of this over time you end up with a series of permit-locked systems; and when you plot the intersection of those permit locked systems (From the viewpoint of Barnard’s Loop) you get an intersection of LFT 509.


Now Barnard’s Loop is a region that is full of permit-locked systems that have widely been speculated to be the home systems of the Thargoids (in this region). Frontier have been known for their intricate and complex puzzles regarding the Thargoids so it’s by no means a stretch to think that this may be a direct clue attempting to draw the attention of any clever enough to crack the code to LFT 509.


We knew that The Dark Wheel were involved in the story all along as they were explicitly linked to it in the novella that accompanied the original Elite game in 1984 as well as the fact that they are the ONLY Minor Faction in the ENTIRE game (not even the Pilot’s Federation scored a spot) to be prominently placed in the main screen of the Codex’s Knowledge Base.


I look forward to clever commanders continuing to run with this information and pull on additional threads to see what comes loose. For example, during the lulls in Thargoid activity, the Eagle Eye network keeps reporting a series of systems under attack but those systems are uninhabited. It doesn’t manifest in burning stations, so we all treat it as a non event. But those systems still exist and can be plotted and the intersection investigated… I’ll end this line of thought now as no doubt there are many of you far cleverer than I that will take Buur’s great video and be inspired to re-examine a whole host of historical facts with a keen eye to unlocking this mystery.


In the meantime this 4th of July weekend finds The Dark Wheel in the middle of an expansion from LFT 926 (a feat which many had declared definitively was impossible). We expect that we will land in a new system on July 7th (+/- 1 day for BGS peculiarities). Our stated goal of Phase 1 is to take TDW from Shindez to Sol, the birthplace of humanity. Once we get TDW within 10 LY of Sol we will attempt one additional expansion with an eye to either prove or disprove that TDW is pre-programmed to expand into the Sol System. We do not expect this to happen as there is a stated wall that has stopped other Player Minor Factions from expanding in but it is possible that TDW will continue to confound the doubters and prove that it is the exception rather than the rule.


This experiment has never been tested so anyone who tells you they are 100% positive that it will or won’t work is either a Frontier employee, a liar or so full of their own arrogance that I will not waste my time responding to them. As I said, it’s a bit of a hail mary pass that I am not pinning my hopes on — but the symbolism of taking TDW from the center of the game (Shindez) to the cradle of humanity (Sol) is powerful nonetheless.


After that we get to Phase 2 which is what ties into the system mentioned above, LFT 509. As stated last week on the Elite Week Podcast we have moved the target of Phase 2 from Lave to LFT 509. That’s right, after we go to Sol we will take TDW from the cradle of humanity to the very highly suspected location of their secret base.


After that we will proceed to Lave in Phase 3 of the project. All of this is, of course, subject to change based on the best information available as matters progress. If we shock everyone and pop into Sol or LFT 509 and that unlocks some permit or mission or additional game state that directs us to modify our mission goals, we will keep you advised.


In the meantime I encourage you all, Federation, Imperials, Alliance and Independents; whether you be Children of Raxxla, Independent Raxxla Hunters, Great Raxxla Potato Hunters, or members/supporters of any Squadron or Minor Faction in game… Join us now in this historic endeavor! It seems almost impossible to not let a rogue CMDR ruin it. How did you manage the first expansion into LFT 926? Lack of publicity?
TDW expanded from Shin Dez to LFT 926 back on Dec 29, 2018. I believe it was an effort by Los Chupacabras. After that happened, Fdev locked Shin Dez from expansion (or maybe only locked The Pilot's Federation Local Branch from INF calculations). Another effort to expand TDW from LFT 926 was tried back in June or July of 2019 but failed to have enough support to raise the INF to the proper level.
This new effort is a multi-faction initiative so the overwhelming support made it possible to push it this time. The massive publicity on the Web via podcasts and streams have assisted in this endeavor. With groups like CoR, IRH (My homies), and EW all in on this, it is going to be very hard to stop us. I do not believe there are many Cmdrs who (knowingly) support The Club - the ones who wouldn't want us to succeed.

Just a side note that was brought to my attention about The Club by Cmdr @Erlaed (Sorry to plug your app again but it is such a great app - https://club-raiders.herokuapp.com/activities ) Our main opposition factions from The Club that we will encounter on our way to Sol are: Hodack Prison Colony, Sirius Corporation, and Aegis Core. Be wary of those factions. They have some strong links to The Club.
While this side of the initiative is actively pushing the expansion of The Dark Wheel, there is also the other side of it that is actively pushing The Club back. While I am not actively involved in the push against The Club, I do use the app to see if a faction that has missions is part of it and avoid those missions. The more dedicated Cmdrs who are part of the flip side of this initiative actively work against and attack Club factions.
Remember the opening lines in the first post of this thread - This is about The Club just as much as it is about The Dark Wheel:

This is all very exciting. I was out in the black, with my carrier, which I had stuffed full of 20t tritium, with intent to not return--possibly ever--as things were getting stale and I was sure RAXXLA and further Thargoid content pended FDev content in their developer locked zones. But then this came up so now I'm scrambling back. I'll try some alternate takes. I think since right now I have a carrier, I'll start by mining massive quantities of material to sell to TDW, then off to collect the old Sap-8 cores...since these were initially tide to them and clearly possess data quintessential to them. I might even farm some Trinkets--the old TDW commodities.

  • Bounty Hunting in LFT 926. hand in only TDW bounty vouchers into any station in Shinrarta Dezhra.
  • Scenarios at installations or megaships in LFT 926 generate TDW bounties that can be handed in to any station in Shinrarta Dezhra.
  • Bounty Hunting for CIA is not effective during an election.

Commodity Trading
- run profitable trades to TDWs planetary ports in SD 'Neumann Camp' and 'Puleston Arsenal'

Missions & Passengers
  • Lots of TDW missions in Shinrarta Dezhra
  • Missions for CIA in LFT 926, particularly ones mentioning election.

Exploration Data:
- Sell to TDWs planetary ports in SD 'Neumann Camp' and 'Puleston Arsenal'

To assist us with monitoring the expansion, please fly around the local systems with EDMC or similar tools active. This feeds data to the third party sites which then update the tools we use.

Additional work to assist expansion targeting:

A number of factions are quite low influence and need a bit of support. Run missions or bounties (if you can find them) for the following factions:


Merti Dynamic PLC in LP 855-34
Nuenets Corp. also in LP 855-34
Monarchy of Masszony in Gnowee

These three factions are in 8 faction systems so not a direct danger but are edging close enough to a retreat to be a problem either now or later.

So my first thought here was to aquire such permit, which I see is issued by the "Hodack Prison Colony", in the admittedly likely event that TDW does not expand here. I mean, who doesn't like being issued a permit for something?

However, since this faction also has a connection back to the The Club, increasing their influence is supporting the wrong side, and definitely puts us at odds with the Club Raiders initiative. What is our position on this?
- Do not attempt aquiring this permit because it would help The Club?
- Do not attempt aquiring this permit at this time, only should TDW actually expand into Hodack?
CMDRs would be only be running missions in other systems until the permit is issued, and I don't think that affects their influence in Hodack itself.

Here's a stupid question. How do I help in particular? How does one help expand influence with a minor faction? I've never attempted but have done a few missions for the TDW out of Jameson Memorial.

Best is the "standing orders" board on the Discord (link should be somewhere in the first post). Alternatively, you can scan (strating at the back) this thread for @Cryptography or @CMDR Kai Zen posts that essentially duplicate the standing orders from the Discord.

Right now, there isn't much to do - Expansion related missions for TDW in LFT 926, general missions or explo data for TDW in ShinDez at the two planetary bases (NO explo data for Jameson Memorial), in general missions for CIA (Collective of Independent Agents) in LFT 926 - we're friendly with them, they helped us in reaching the Expansion statge, we help them in keeping the system when we've passed through.

Choose missions with high INF if you like - but if you need money or mats, by all means, take them.

Edit: P.S: if you're not "allied" with TDW yet, it would be better for you to choose high REP rewards - you can really stack the high reward missions (INF or $$$) after you're allied.
 
Here's a stupid question. How do I help in particular? How does one help expand influence with a minor faction? I've never attempted but have done a few missions for the TDW out of Jameson Memorial.

I'll admit, still a bit confused after watching that. I am not sure how much I can contribute. Lave and anything outside the bubble at the moment is not even doable. I'll go get allied with the TDW and go from there. Money isn't an issue. I've stockpiled plenty of that. I am doing mulitple things at the moment, Engineering, Mat gathering, working on obtaining the FSD booster. I am willing to do what I can because I am interested in the TDW/Raxlaa lore
