No, that's not right. I did a test where I blocked someone on my friends list while I was winged with him, and we repeatedly couldn't instance together. Yes I am blocking based on builds. I'm sure that you understand the mechanics behind those builds, and that their functionality is exclusively around snare, cripple and burst - gank lulz.

You are not being honest.the thing is... if i am a peaceful lawful player that is prepared for ganks with some kind of pvp equip, i would get blocked too. i just find it kinda funny... explicitly taking time to look for playrs to block on some far fetched criteria sounds more like control fetish to meno offense meant. everyone is responsible for tailoring his/hers own experience and you are doing it well. i dont agree but approve.
I think you are getting at the underlying problem with the Block function as the official mechanic to moderate gameplay styles in the game.One could (rightfully) argue that blocking is, in fact, passive aggressive griefing.
Short scenario:
I'm friends with CMDR Bob. I like Bob. You're his nephew. CMDR Bob and I want to get together at Space Station Steve to do some mission running and emote to our hearts content in Steve's bar. I jump into the system and dock at the Triple S. CMDR Bob says he's there but I can't find him. We spend the next twenty minutes logging in, logging out, trying to instance together. It never works out, we get frustrated and both log off, grumpy.
The issue? CMDR Bob and I occasionally PvP at the Triple S. The other night, I logged off early and Bob sat in the station, reading GalNet. CMDR HallMonitor over here scanned his build, blocked him because fEe FeE's and gWeeFuR. CMDR HallMonitor was in the instance with me. I saw him. But CMDR Bob had no way of knowing he'd been blocked by CMDR HallMonitor, nor would I have had any reason to think, so CMDR HallMonitor ruined our evening and all he had to do was play future crime in the mailslot.
If you don't want PvP, stay in Private or solo and quit mucking up the instancing in Open.

If you go back in my post history you know I don't like ganking. I'm a peaceful easy going player. Yet you would block me if you encountered me in the wild just because of my build. I run a frag mamba on occasion, overcharged, drag munitions, all that jazz. Because it is fun to fly and efficient to farm NPC bounties with, and in a team or even solo it is hilarious in a CZ. I love it, and basically flying through a small NPC ship like an eagle with just one or two trigger pulls is just hilarious. You're sanitising it a bit imo. One could say similar of people who don't do powerplay and BGS in the "right" way, except that there are no extra tools to deal with those, you just have to bring friends (assuming that "gitting gudder" isn't an option). Don't get me wrong; I believe in the power of blocking. If you're a Nixon to me in game, you're gone, at minimum for the rest of my play session.
